为落实“最严谨的标准”要求，我国已经初步构建起从农田到餐桌的与国际食品法典标准和主要发达国家基本一致的食品安全国家标准体系。文章以时间顺序回顾了食品卫生标准和食品安全标准的发展历程与我国经济社会发展的关系，以及经历的食品行业发展、国际食品标准和贸易的影响。在回顾食品安全标准变迁的基础上，总结了“最严谨的标准”体系建立的历程，为如何实现食品安全标准水平进入世界前列的目标提出建议。
