Current situation of rice seed production and community rice seed groups in northeastern Thailand

This paper discusses rice seed production in Thailand with special reference to the community rice seed production groups, formed by the government of Thailand to meet rice seed demand in the country. A total of 34 groups were randomly selected from two provinces, Ubon Ratchathani and Khon Kaen, to identify the characteristics, management and problems. This study found that the groups could be divided into two types: 1) those that have regular and fixed customers and 2) those with no regular customers. The latter one tends to face problems because they could not sell all their rice seed and sold as paddy with lower price. The former type had no marketing and management problems, while the latter type suffered from unstable management and on the verge of stop the activities. Some groups which achieved good management save their own capital in the groups and use it fully for the members' welfare. To understand and to promote community-based rice seed production, the accumulation of group funds for sagacious use by group members is important.
