Ohtani, M. (National Fisheries University (Japan))
The objective of this study was to clarify the entire picture of the employment structure of fishing households and regional fishing industry so as to understand the present characteristics of the elderly fishers' employment and living environment. The results showed that due to a lack of successors, elderly fishers were having difficulty in transforming their workplace in household fishery from offshore work to onshore work. In addition, due to the shrinking onshore labor market in regional fishing industry and dysfunctional pension systems, work and income opportunities after retirement were found to be on the decline. Thus, a situation in which elderly fishers had difficulties in moving on to other work opportunities that were more suitable to their increasing age was arising. In other words, it can be concluded that fishery in the present day was transforming into an industry with a high retirement risk.
