The study purpose of the is to analyze the growth rates of agriculture in the Urals Federal District for the period from 2006 to 2022 and to develop proposals for sustainable development of the agro-industrial sector of the region Retrospective analysis based on sectoral and constitutive changes in financial statements in the specified period was applied. The agricultural industry has been analyzed according main indicators and types of industries: livestock and crop production. The agro-industrial sector is that ensuring the development of rural areas and sustainable development in the Ural Federal District. The current state of the agro-industrial sector of the Urals Federal District is examined in detail. The indicators are compared with indicators of other regions. The experience in the formation of strategic planning programs for the sector can be extended to other regions of the country. The Urals Federal District has been characterized by a stable average annual growth rate of 17.3% since 2005, excepting a one-time recession in 2020. The stable growth is ensured by commissioning of new high-tech production facilities and modernization of existing production facilities. The highest growth of the agricultural production index is noted in 2015 (103.0%) and 2019 (100.5%) There is a positive dynamics of investments in fixed assets (133.9% by 2021). New investment projects are being implemented today. Technological modernization of the agro-industrial sector, digital technologies will allow timely management decisions to ensure sustainable development of the agro-industrial sector. Increase in socio-economic indicators contributes to stable development and attraction of investments to the region. It is suggested to develop a program for the development of agro-industrial sector and planning of investment sites for sustainable development of the region.

Russian. Цель исследования – анализ темпов роста сельского хозяйства в Уральском федеральном округе (УрФО) за период с 2006 г. по 2022 г. и разработка предложений по устойчивому развитию АПК региона. Использовали ретроспективный анализ, основанный на отраслевых и конститутивных изменениях финансовой отчетности за указанный период. Анализ проведен по основным показателям и по видам отраслей (животноводство и растениеводство). Именно АПК обеспечивает развитие сельских территорий и устойчивое развитие в Уральском федеральном округе. Текущее состояние показателей АПК УрФО сопоставляется с показателями других регионов. Опыт формирования программ стратегического планирования отрасли может быть перенят другими регионами страны. АПК УрФО, не считая разового спада в 2020 г., с 2005 г. характеризуется стабильным среднегодовым темпом роста 17,3%. Стабильный рост обеспечивается за счет ввода в эксплуатацию новых высокотехнологичных производств, модернизации действующих производств. Наибольший рост индекса производства продукции сельского хозяйства отмечается в 2015 г. (103,0%) и 2019 г. (100,5%). Отмечается положительная динамика инвестиций в основной капитал (133,9% к 2021 г.). Реализуются новые инвестиционные проекты. Технологическая модернизация АПК, цифровые технологии позволят своевременно принимать управленческие решения для обеспечения устойчивого развития отрасли. Увеличение социально-экономических показателей способствуют стабильному развитию и привлечению инвестиций в регион. Предлагается разработать программу по развитию АПК и планированию инвестиционных площадок для устойчивого развития региона.
