The report examines the evolution of an industry that was expected to fail when Chile became an associated member of the MERCOSUR regional agreement. The analysis illustrates not just the dynamics of a competitive industry, particular strategies and risky decisions made by private producers, but also a sectorial policy that enabled introduction of technological changes. The Degraded Soil Program implemented in the milk producing area and the National Irrigation Program effectively supported milk producers. Likewise, a managerial capacity able to deal with a market that was competitive but unknown to Chilean producers is one of the factors identified as decisive in strengthening the industry.
