The impact of government's policy on community enterprise in the agricultural sector in South-West Nigeria

There have been several articles on community enterprises in the agricultural sector in Nigeria, most especially with regards to the existence and operation of agricultural cooperatives (Adefila & Madaki, 2014), there has however been little information on the role and influence of government on community enterprises in the agricultural sector in Nigeria, this research assessed the roles and activity of government in the development, adoption and/or the activities of agricultural community enterprises in Nigeria with specific focus on the South-Western geopolitical zone of Nigeria. A review of related literature and policy documents was conducted and coupled with an online qualitative survey administered to some identified stakeholders of the agricultural community enterprise sector to help draw a holistic view of the topic, an inductive understanding of the sector was established.The impact of the policies of government have not been felt by most of the stakeholders in the community enterprise sector as most of the policies of government are more of blanket policies of the agricultural sector and not specific to agricultural community enterprises. Also, in line with literature, it was established the agricultural or farmers’ cooperatives is still the most prevalent form of agricultural community enterprise established in south-western Nigeria as it has been the common practice of the Nigerian government – as well as other financial institutions; to provide government assistance and other financial facilities to farmers through their registered cooperatives. It is therefore pertinent for government to have better engagement with the agricultural community enterprise stakeholders in order to explicitly develop policies that tackle the challenges and expectations of the stakeholders and by extension the rural community for better economic standing of the rural communities.

Nigeeria põllumajandussektori kogukonnaettevõtete kohta on avaldatud mitmeid artikleid, eriti põllumajandusühistute olemasolu ja toimimise kohta (Adefila & Madaki, 2014), kuid valitsuse rolli ja mõju kohta kogukonnale on olnud vähe teavet. Nigeeria põllumajandussektori ettevõtetes hinnati selles uuringus valitsuse rolle ja tegevust Nigeerias põllumajanduslike kogukonna ettevõtete arendamisel, kasutuselevõtmisel ja/või tegevuses, keskendudes eelkõige Nigeeria edela-geopoliitilisele tsoonile. Viidi läbi seotud kirjanduse ja poliitikadokumentide ülevaade ning koos veebipõhise kvalitatiivse küsitlusega, mis viidi läbi mõnele põllumajanduse kogukonna ettevõtlussektori tuvastatud sidusrühmale, et aidata kujundada teemast terviklikku vaadet, kujundati sektorist induktiivne arusaam. Enamik kogukonna ettevõtlussektori sidusrühmi ei ole valitsuse poliitika mõju tundnud, kuna suurem osa valitsuse poliitikast on pigem põllumajandussektori üldised poliitikad, mitte ainult põllumajandusettevõtete jaoks. Samuti leiti, et vastavalt kirjandusele on põllumajandus- või põllumeeste kooperatiivid endiselt kõige levinum Edela-Nigeerias asutatud põllumajandusliku kogukonna ettevõtte vorm, nagu see on olnud Nigeeria valitsuse ja ka teiste finantsasutuste tava. ; pakkuma valitsuse abi ja muid rahalisi vahendeid põllumajandustootjatele nende registreeritud ühistute kaudu. Seetõttu on asjakohane, et valitsus tegeleks paremini põllumajandusettevõtete sidusrühmadega, et töötada selgesõnaliselt välja poliitikad, mis tegelevad sidusrühmade väljakutsete ja ootustega ning laiemalt maakogukondade parema majandusliku olukorra nimel.
