Tools for What Trade? Analysing the Utilisation of Economic Instruments and Valuations in Biodiversity Management

English. Efforts to step up the use of economic valuation and economic policy instruments have gradually become a major theme of debate about policiesto curb the biodiversity crisis. There seems to remain, however, a considerable gap between the extensive presence of economic tools in policy discourse on biodiversity and the limited level of use of the tools in the field. There is also a great discrepancy between theoretical justifications for the tools and how they actually operate on the ground. There is now a need to focus on the actual use, rather than on the principles, of economic tools for bio-diversity. In this book, we contribute to this change of focus in two ways. On the one hand, we use the literature and interviews to systematically review economic tools for biodiversity to identify the specific issues raised by their use. On the other hand, we lay down a repertoire of theoretical resources that we think are particularly relevant to acquire an in-depth understanding of how these tools actually function in the real world of biodiversity management and policy.

French. L'utilisation des outils économiques est aujourd'hui au cœur des débats sur l'action en faveur de la biodiversité. Un décalage majeur prévaut cependant entre l'omniprésence de ces outils dans les discours et leur usage limité en pratique. On constate également de fortes divergences entre les justifications théoriques qui fondent leur promotion, et leurs utilisations réelles sur le terrain. Les auteurs de cet ouvrage s'attaquent à l'analyse en profondeur de ce double décalage. Ils proposent au lecteur de se concentrer sur les usages réels des outils économiques, plutôt que sur les applications prévues par la théorie. A travers un examen de la littérature, des entretiens, des études de cas, ils font émerger tout un ensemble de questions relatives à leur utilisation. Ils proposent alors des clés de lecture théoriques pour mieux comprendre la mobilisation actuelle et le potentiel à venir de ces outils pour la gestion des systèmes écologiques et pour les politiques de la biodiversité.
