Zur Analyse des Risikos und der Folgen einer Einschleppung von Tilletia indica (Syn. Neovossia indica) nach Deutschland | On the analysis of the risk and the consequences of an introduction of Tilletia indica(Syn. Neovossia indica) into Germany

Das Auftreten des indischen Weizenbrandes (Tilletia indica) in den USA im März 1996 hat aufgrund der umfangreichen US-Weizenimporte in die EU eine Bewertung des Risikos einer Einschleppung zur Bestimmung der Notwendigkeit der Einführung von Quarantänemaßnahmen erforderlich gemacht. Die Risikoanalyse auf der Basis der vorhandenen Informationen zum Schadorganismus und der Gegebenheiten in Deutschland führte zu folgenden Ergebnissen: Ein Einschleppungsrisiko von T. indica nach Deutschland ist grundsätzlich sowohl mit Saatgut als auch mit Konsumgetreide, das für die Verfütterung bestimmt ist, gegeben, da weder die Futterverarbeitung noch die Passage des Verdauungstraktes im Tier die sehr widerstandsfähigen Brandsporen abtöten. Aufgrund der klimatischen Gegebenheiten in Deutschland erscheint eine Ansiedlung des Pilzes besonders im wärmeren süddeutschen Raum möglich. Da herkömmliche Beizmittel keine Wirkung zeigen, dürften eine Bekämpfung und Ausrottung des Erregers kaum möglich sein. Die durch eine Einschleppung möglichen potentiellen Verluste könnten hauptsächlich aufgrund zu erwartender Exportverluste infolge der derzeitigen Quarantäneregelungen von Empfängerländern deutschen Weizens erheblich sein. Demgegenüber bringt die Einführung von Quarantäneregelungen vergleichsweise geringere Kosten mit sich.

With the occurrence of karnal bunt (Tilletia indica) in the USA in March 1996 the assessment of the risk of introducing the fungus into the EU and the necessity of implementing phytosanitary regulations became necessary since the United States export large amounts of wheat to the EU. The pest risk analysis for Gennany based on the information and data available for karnal bunt led to the following results: The importation of wheat seed as weil as the importation of wheat grain poses a risk of introducing T. indica into Germany because nor the production of fodder neither the digestion of the animals is able to kill the very resistant spores of karnal bunt. The analysis of the climatic conditions in Germany showed that T. indica could establish especially in the southern parts where temperatures are higher compared to the north. Fungicidal seed treatments have no effect on the germination of karn al bunt teliospores thus making plant protection or eradication programs almost impossible. The introduction of the pathogen into Germany could lead to substantial economic damage which would mainly be attributed to the los ses of export markets due to phytosanitary requirements of other countries importing German wheat. On the other hand the implementation of phytosanitary regulations would evoke less costs.
