Zielgruppenspezifische kommunikative Herausforderungen und Lösungsansätze bei Organisationen im Umfeld der landwirtschaftlichen Tierhaltung

German. Die landwirtschaftliche Tierhaltung in Deutschland befindet sich weiter in einem wirtschaftlich, technologisch, gesellschaftlich und politisch bedingten Strukturwandel. Mit einem zukünftig möglicherweise stärker explizit zielgerichteten Transformationsprozess ergeben sich zusätzlich strukturwirksame Veränderungen. Ein zielgerichteter Transformationsprozess stellt besondere Herausforderungen für die zielgruppenspezifische Kommunikation von Organisationen im Umfeld der landwirtschaftlichen Tierhaltung dar. Während im Bereich unternehmerischer Veränderungsprozesse in der Wirtschaft umfangreiche Untersuchungen und Konzepte im Sinne der Change-Kommunikation existieren und es auch in anderen gesellschaftlichen Transformationsprozessen wie etwa der Energiewende zunehmend Untersuchungen gibt, ist der Bereich der Kommunikation zum Umbau der landwirtschaftlichen Tierhaltung bisher wenig vertiefend untersucht. Im Rahmen der vorliegenden Studie wurden qualitative, leitfadengestützte Interviews mit in Organisationen für Kommunikation verantwortlichen Personen durchgeführt. Diese Organisationen kamen aus den Bereichen Landwirtschaft, Fleischwirtschaft sowie Tier- und Naturschutz. Audioaufnahmen der Interviews wurden maschinell transkribiert und inhaltsanalytisch ausgewertet. Voraussetzungen, Maßnahmen und Ansätze für eine gelungene Kommunikation wurden anschließend abgeleitet. Die Ergebnisse zeigen, dass interne und externe Zielgruppen bei den Organisationen derzeit spezifisch abgegrenzt und definiert werden. Während die jeweiligen internen Zielgruppen und die Politik überwiegend erfolgreich adressiert werden, wird die Verbraucherschaft als externe Zielgruppe für fleisch- und landwirtschaftliche Organisationen bisher nur schwer erreicht. Organisationen aus Natur- und Tierschutz gelingt es hingegen nur begrenzt die externe Zielgruppe der Landwirtinnen und Landwirte anzusprechen. Alle befragten Organisationen wollen den Transformationsprozess der Tierhaltung zwar kommunikativ konstruktiv begleiten, verfolgen dabei jedoch teils sehr unterschiedliche Zielbilder. Die zu lösenden Zielkonflikte stellen sowohl in der internen als in der externen Kommunikation der Organisationen eine große Herausforderung dar. Diskursive und emphatische Kommunikationsformate, um die Begrenzungen der internen Zielgruppen aufzubrechen und neue Lösungsräume zu erschließen, werden zwar als mögliche kommunikative Strategieansätze gesehen. Diese Ansätze sind jedoch den jeweils internen Zielgruppen nur schwer zu vermitteln. Ansätze aus der unternehmerischen Change-Kommunikation sind aufgrund heterogeneren Akteurskonstellationen und -verantwortlichkeiten nur begrenzt auf den Strukturwandel bzw. die Transformation der landwirtschaftlichen Tierhaltung übertragbar. Kurzfristig ist eine gute Konflikt- und Krisenkommunikation wichtiger, um das Knäuel an komplexen Diskussionssträngen zu entwirren. Organisationen sollten dabei ihre internen Zielgruppen durch eine veränderte interne Kommunikation befähigen, als Vermittelnde zwischen Landwirtschaft, Fleischwirtschaft, Verbraucherschaft, Tier- und Naturschutz sowie Politik zu agieren. In der externen Kommunikation sollte es dadurch möglich sein, Veränderungsprozesse konstruktiver zu unterstützen.

English. Agricultural animal husbandry in Germany is still undergoing structural change due to economic, technological, social and political factors. A transformation process that may be more explicitly targeted in the future will result in structurally effective changes. A goal-oriented transformation process poses particular challenges for the target group-specific communication of organisations in the field of agricultural animal husbandry. While there are extensive studies and concepts in the field of entrepreneurial change processes in businesses in the sense of change communication and there are also increasing studies in other social transformation processes such as the energy transition, the field of communication for the transformation of agricultural animal husbandry has not yet been studied in depth. Within the framework of the present study, qualitative, guideline-based interviews were conducted with persons responsible for communication in organisations. The organisations came from the agricultural, meat, animal welfare and nature conservation sectors. Audio recordings of the interviews were transcribed by machine and analysed for content. Prerequisites, measures and approaches for successful communication were then derived. The results show that internal and external target groups are currently specifically delineated and defined in the organisations. While the respective internal target groups and politics are mostly successfully addressed, consumers as an external target group have been difficult to reach for meat and agricultural organisations. Organisations from nature conservation and animal welfare, on the other hand, have only limited success in addressing the external target group of farmers. All of the organisations interviewed want to constructively accompany the transformation process of animal husbandry through communication, but they are pursuing very different goals. The solution of conflicting goals is a great challenge for both the internal and external communication of the organisations. Discursive and emphatic communication formats to break down the limitations of the internal target groups and to open up new solution spaces are seen as possible communicative strategy approaches. However, these approaches are difficult to communicate to the respective internal target groups. Due to the heterogeneous constellations of actors and responsibilities, approaches from corporate change communication can only be transferred to structural change or the transformation of agricultural animal husbandry to a limited extent. In the short term, good conflict and crisis communication is more important to untangle the knot of complex discussion threads. Organisations should enable their internal target groups to act as mediators between agriculture, the meat industry, consumers, animal welfare, nature conservation and politics by changing their internal communication. In external communication, this should make it possible to support change processes more constructively.
