German. Die Ressource Fläche ist weltweit begrenzt. Ein nachhaltiges Landmanagement ist, nicht nur vor dem Hintergrund des Klimawandels, erforderlich, um den verschiedenen Interessen an der Fläche gerecht zu werden. Bestehende Funktionen auf der Fläche, beispielsweise die Produktion von Nahrungsmitteln oder Rohstoffen sowie die Sicherung von Gewerbe- und Siedlungsgebieten unter Beachtung des Schutzes der Biodiversität, sind unter Anbetracht des Klimawandels zu sichern. Klimaschutzmaßnahmen wie der Schutz und die Entwicklung von Treibhausgassenken, beispielsweise Moore und Wälder, müssen neben Klimaanpassungsmaßnahmen, wie Hochwasserschutzflächen, mit den bestehenden Anforderungen an die Fläche vereint werden. Die räumliche Planung, so der Ausgangspunkt der Dissertation, kann durch die sektorübergreifende Betrachtung bei einem nachhaltigen Landmanagement vor dem Hintergrund des Klimawandels eine zentrale Aufgabe übernehmen. Die vorliegende Arbeit definiert räumliche Planung als formelle Raumordnung und informelle Raumentwicklung. Demnach umfasst räumliche Planung neben formellen planerischen Prozessen im Mehrebensystem der Raumplanung auch informelle planerische Strukturen und Prozesse. Ziel der räumlichen Planung ist es, Abwägungsprozesse zwischen den verschiedenen Interessen an einem Raum durchzuführen und damit Flächeninanspruchnahmen zu koordinieren. Durch das Mehrebenensystem der räumlichen Planung werden auf den verschiedenen Verwaltungsebenen planerische Festlegungen getroffen und in die nächste Ebene übertragen, konkretisiert oder als Grundlage verwendet. In diesem Gegenstromprinzip arbeitet die räumliche Planung auf verschiedener Maßstabsebene. Die räumliche Planung strebt in ihrem Ursprungsgedanken eine interessensabgewogene Raumgestaltung an. Sie versucht, verschiedene Sektoren und Ansprüche an den Raum zu vereinen und die Schutzgüter sowie Ressourcen langfristig zu schützen und zu sichern. In der vorliegenden Arbeit wurde eine planungswissenschaftliche Evaluation durchgeführt. Dabei handelt es sich um eine Programmevaluation im weiteren Sinne. Zur besseren Lesbarkeit wird der Begriff Evaluation in der Arbeit verwendet. Diese Evaluation besteht aus den Arbeitsschritten Dokumentenanalyse, Erfolgskontrolle und einer Wirkungsanalyse. Die Dokumentenanalyse untersucht textliche Dokumente bezüglich ihres Schwerpunktes zum Klimawandel. Dabei wurden sowohl formelle, als auch informelle planerische Festlegungen im Mehrebenensystem der räumlichen Planung betrachtet..

English. The resource area is limited across the globe. Sustainable land management is not only necessary against the background of climate change for the purpose of satisfying the various interests in the area. Climate protection measures, alongside climate adaptation measures such as flood water retention areas, need to be combined with existing requirements for the area. The starting point of the dissertation is that spatial planning can play a key role by observing sustainable land management from a cross-sectoral perspective, against the background of climate change. In view of the most effective planning, it is first necessary to highlight the regional governance of spatial planning as regards land management on the different levels of administration as well as identifying the opportunities and limitations of the planning. The present study defines spatial planning as formal regional planning and informal spatial developments. Spatial planning therefore also comprises informal planning structures and processes alongside the formal planning processes in the multi-level system of spatial planning. It is by means of the multi-level system of spatial planning that planning provisions are made on the various levels of administration and transferred to the next level. Spatial planning works on various benchmark levels as part of this principle of countervailing influence. Spatial planning attempts to unite various sectors and demands on the area and to protect and secure protected objects as well as resources in the long-term. A planning research evaluation was carried out as part of the present study. This evaluation consists of the work steps document analysis, success monitoring and an impact analysis. The document analysis examines textual documents regarding their focus on climate change. A target-actual comparison is carried out by means of success monitoring. The objective here was to represent geo-referenced planning provisions among each other for compliance in the designation as well as to correlate planning provisions (target) with the current land use (actual). The present study only examined area designations which have a direct or indirect bearing on climate change. As regards the impact analysis, those interviewed included spatial planning actors or stakeholders in the land use as well as economic and political players from the public administration sector.
