Analyzing the local governance model for green building regulations in a Philippine city

The study analyzed the local governance in the implementation of the local green building regulations in a city in Metro Manila, Philippines. A case study approach was employed to focus on a particular city. The number of compliance certificates issued by the city government was analyzed and compliance rates were calculated by comparing the number of projects with Green Building Compliance Certification to the number of projects with Green Building Pre-Compliance Certification. The Delphi method was performed to understand the environmental sustainability implications of compliance. Key informant interviews and policy landscape analysis were conducted to identify the facilitators and impediments to the management and control of the Green Building Code. After ten years of implementing regulations, only 33% of the buildings issued with pre-compliance certificates and construction permits were issued compliance certificates for occupancy permit. Three rounds of the Delphi method were conducted, which reached a consensus on recommendations for enhancing governance mechanisms and achieving sustainability goals. Recommendations included using incentives, policy support, communication strategies, monitoring, and mandatory compliance in certain situations. The experts emphasized the importance of public awareness and education to encourage compliance. The study identified key factors that could improve the management and control of green building regulations, such as policy and governance, resources, stakeholder involvement and collaboration, awareness and understanding, and technological factors. Clear policies and effective governance are essential for enforcing green building regulations. Sufficient financial and human resources are necessary for successful implementation. Collaboration with stakeholders and educating policymakers and the public about the benefits of green building practices also encourage compliance. Technological factors can also help enhance the management of the regulations. An action plan was developed to outline how these strategies can be executed.
