Diseño de estrategia para la articulación de instrumentos de gestión ambiental con la figura de Reserva Forestal Central para el departamento del Quindío, Colombia | Design of a Strategy for the Articulation of Environmental Management Instruments with the Reserva Forestal Central in the Quindío Department, Colombia

El análisis de la figura determinada por la Ley 2 de 1959, expedida por el Congreso de la República, conocida como Zonas de Reserva Forestal, permite la comprensión de la evolución de gestión ambiental entorno al manejo del recurso forestal. No obstante, esta figura ha sido sometida a diferentes análisis identificando vacíos jurídicos y conceptuales. Estos vacíos se refieren tanto a su objetivo de zonificación de áreas necesarias para la protección y el ordenamiento forestal en el país, como a la falta de articulación con instrumentos jurídicos, instrumentos de ordenamiento e instrumentos administrativos, para su correcta formulación e implementación. Por esta razón, la presente investigación que tiene como propósito evaluar la articulación de los instrumentos mencionados que inciden en la delimitación particularmente de la Reserva Forestal Central en el departamento del Quindío. Se plantean como objetivos específicos verificar la coherencia, pertinencia e incidencia frente a su formulación y relación con otros instrumentos. Se incluye también un análisis geográfico de la zonificación de la reserva forestal respecto a los conflictos de uso de suelo, generados por las decisiones del Plan de Ordenamiento Territorial de municipios colindantes a la reserva en el departamento, y las solicitudes de sustracción de reserva forestal solicitadas en el sector. El fin último es diseñar una estrategia de articulación a partir de los lineamientos que resulten de esta evaluación. Esta investigación resalta la necesidad de la creación de la Reserva Forestal en atención a las necesidades de protección de los recursos naturales, comprendiendo el análisis integral del abastecimiento hídrico, a la luz de la protección del recurso forestal en áreas específicas y delimitadas por la figura jurídica mencionada. Además, busca identificar oportunidades de mejora a través del análisis de las falencias en la articulación de los instrumentos estudiados. El análisis de resultados pondrá énfasis en la importancia de mejorar los mecanismos de articulación de información, abordando la reserva forestal como un espacio de acción integral. Esto incluirá las necesidades de los actores involucrados, con el fin de evitar presiones desde otros componentes, sobre los servicios ecosistémicos que se busca proteger.

The analysis of the figure established by Law 2 of 1959, enacted by the Congress of the Republic and known as Zonas de Reserva Forestal, enables an understanding of the evolution of environmental management regarding the handling of forest resources. However, this figure has been subjected to various analyses, revealing legal and conceptual gaps. These gaps pertain both to its objective of zoning areas necessary for the protection and management of forestry in the country and to the lack of alignment with legal, planning, and administrative instruments essential for its proper formulation and implementation. For this reason, the present research aims to evaluate the alignment of the aforementioned instruments that influence the delimitation, particularly of the Reserva Forestal Central in the Quindío department. The specific objectives include verifying coherence, relevance, and impact concerning its formulation and its relationship with other instruments. The study also includes a geographical analysis of the reserve's zoning in relation to land-use conflicts arising from decisions made in the Territorial Land Use Plans (POTs) of municipalities bordering the reserve in the department, as well as requests for forest reserve declassification in the sector. The ultimate goal is to design an articulation strategy based on the guidelines resulting from this evaluation. This research highlights the need for the creation of the Forest Reserve in response to the requirements for the protection of natural resources, considering an integrated analysis of water supply within the framework of forest resource protection in specific and demarcated areas defined by the mentioned legal figure. Additionally, it seeks to identify opportunities for improvement through the analysis of deficiencies in the articulation of the studied instruments. The results analysis will emphasize the importance of improving information articulation mechanisms, addressing the forest reserve as an integrated action space. This will include the needs of the stakeholders involved to prevent pressures from other sectors on the ecosystem services intended for protection.
