El nexo agua y energía: análisis económico de sostenibilidad en la Conducción Júcar-Vinalopó (sureste español) | The water and energy nexus: economic analysis of sustainability analysis in the Júcar-Vinalopó Pipeline (Spanish southeast)

El proyecto de la Conducción Júcar-Vinalopó forma parte de una demanda histórica ante una situación de estrés hídrico y escasez estructural en el Sistema de Explotación del Vinalopó-Alacantí (sureste de España). Surge como respuesta ambiental a la sobreexplotación de los acuíferos de la región, buscando garantizar un suministro sostenible de agua para la población y la agricultura que posibilite la recuperación cuantitativa de las masas de agua subterránea. Sólo un enfoque integral permite evaluar las infraestructuras más allá de términos financieros. En este trabajo se consigue mediante un análisis coste beneficio que refleja también la contribución al bienestar social y económico y la sostenibilidad ambiental del proyecto. No conviene olvidar, considerando los antecedentes a la Conducción, que una juiciosa negociación entre todas las partes involucradas debería ser el inicio de toda senda hacia la verdadera Gobernanza del Agua.

The Júcar-Vinalopó Pipeline project is part of a historic demand in the face of a situation of water stress and structural shortage in the Vinalopó-Alacantí Exploitation System (Spanish southeast). It arises as an environmental response to the overexploitation of the region's aquifers, seeking to guarantee a sustainable supply of water for the population and agriculture that enables the quantitative recovery of groundwater masses. Only a comprehensive approach allows infrastructures to be evaluated beyond financial terms. In this article is achieved through a cost-benefit analysis that also reflects the contribution to the social and economic well-being and environmental sustainability of the project. Finally, it should not be forgotten, considering the background to the Conduction, that a judicious negotiation between all the parties involved should be the beginning of any path towards true Water Governance.
