The problems and strategic directions of improving the management system of innovative development in the agricultural industry for the future out of on a set of available factors are considered. These factors are divided into groups that affect the innovative development of regions and, accordingly, require certain approaches to managing the development and implementation of innovations. During research, special attention is paid to the agricultural industry innovative development in the regions of Russia, in the Siberian Federal District and in the districts of the Novosibirsk region. Examples of regional innovative activity, types of implemented innovations, a possibility of introducing innovations by the economic entities of the agricultural industry are given, and individual reasons for the lack of such an opportunity for some of them are noted. For all regions and business entities to be able to use promising innovations, they must have all kinds of resources for this, formed both from their own sources and with the involvement of budget support and other investments, if necessary, and an optimal system of relationships between participants in agro-industrial clusters. The government agencies and potential investors will focus on economic attractiveness and possible risks at all stages of the innovation process and throughout the technical, process, financial and economic chain from development to implementation of advanced innovations, focusing on the strategy of development of the agricultural industry of the country, regions and municipalities. All this should be considered by management bodies when defining the structure, functions and mechanisms of influence on agricultural producers and other participants in agro-industrial clusters to achieve indicators of strategic development of territories.

Russian. Рассмотрены проблемы и стратегические направления совершенствования системы управления инновационным развитием АПК на перспективу, исходя из комплекса имеющихся факторов. Эти факторы разделены на группы, которые влияют на инновационное развитие регионов и, соответственно, требуют определенных подходов к управлению разработкой и внедрением инноваций. В процессе исследований особое внимание уделено инновационному развитию АПК регионов России, Сибирского федерального округа и районов Новосибирской области. Приведены примеры инновационной активности регионов, видов внедряемых инноваций, возможности внедрения инноваций хозяйствующими субъектами АПК, отмечены отдельные причины отсутствия такой возможности у некоторых из них. Чтобы все регионы и хозяйствующие субъекты имели возможность использовать перспективные инновации, у них должны быть для этого все виды ресурсного обеспечения, сформированного как из собственных источников, так и с привлечением при необходимости бюджетной поддержки и иных инвестиций, и выстроена оптимальная система взаимоотношений между участниками агропромышленных кластеров. Государственные структуры и потенциальные инвесторы будут ориентироваться на экономическую привлекательность и возможные риски на всех этапах инновационного процесса и по всей технико-технологической и финансово-экономической цепочке от разработки до внедрения передовых инноваций, ориентируясь на стратегию развития АПК страны, регионов и муниципальных образований. Всё это должны учитывать органы управления, определяя структуру, функции и механизмы воздействия на товаропроизводителей АПК и других участников агропромышленных кластеров для достижения индикаторов стратегического развития территорий.
