Ökonomische Bewertung von Waldschutzmaßnahmen gegen den Kiefernspinner (Dendrolimus pini L.): Eine Fallstudie aus Brandenburg | Economic Evaluation of Forest Protection Measures against the Pine Tree Lappet Moth (Dendrolimus pini L.): A Case Study from Brandenburg

German. Die Überwachung von Schadinsekten und die Anwendung von Insektiziden mit Hilfe von Hubschraubern haben sich beim Schutz von Wäldern vor nadelfressenden Schadinsekten als wirksam erwiesen. Im Rahmen solcher Waldschutzmaßnahmen ergibt sich auch die Frage ihrer wirtschaftlichen Tragfähigkeit, die bisher jedoch nur in wenigen Studien untersucht wurde. In dieser Studie wird eine Kosten-Nutzen-Analyse der Überwachung von Schadinsekten und der Anwendung von Insektiziden für 5.600 ha bewirtschaftete Kiefernwälder durchgeführt. Die Fallstudie ist die Massenvermehrung des Kiefernspinners (Dendrolimus pini L.) in Brandenburg im Jahr 2014. Die Kosten der Waldschutzmaßnahmen wurden anhand von Informationen aus standardisierten Fragebögen und semistrukturierten Experteninterviews bestimmt. Der Nutzen wurde analysiert, indem die durch den Kiefernspinner verursachten Ertragsverluste mit den Kosten der Überwachung und der Anwendung von Insektiziden in zwei Szenarien der Kiefernproduktion (mit Schutzmaßnahmen vs. ohne Schutzmaßnahmen) verglichen wurden. Die Ergebnisse zeigen, dass die Überwachung des Kiefernspinners und die Anwendung von Insektiziden betriebswirtschaftlich vorteilhaft sind. Der gesamte Nettokapitalwert (NKW) des Schutzes betrug 1.965 EUR ha-1 bei einem Diskontierungszinssatz von 0 % und das Nutzen-Kosten-Verhältnis (NKV) betrug 22,14. Der NKW und das NKV pro Hektar waren am höchsten für den Schutz von Beständen mit hoher Bonität und für Bestände in der Altersklasse 20−39 Jahre. Aus den Ergebnissen der Fallstudie wird geschlussfolgert, dass die Überwachung von Schadinsekten und die hubschraubergestützte Anwendung von Insektiziden ökonomisch tragfähige Optionen zum Schutz von Wäldern vor nadelfressenden Schadinsekten sind.

English. Monitoring of insect pests and aerial spraying of insecticides have proven to be effective in protecting forests against needle-feeding insect pests. The economic viability of these measures is a relevant issue for forestry authorities and forest owners, but has only been analyzed in a few studies. This research conducts a cost-benefit analysis of monitoring insect pests and aerial spraying of insecticides for 5600 ha of managed pine forests. The case studied is the mass outbreak of the pine tree lappet moth (Dendrolimus pini L.) in Brandenburg (Germany) in 2014. Costs were estimated based on information from standardized questionnaires and semi-structured expert interviews. Benefits were analyzed by comparing the loss of revenue due to D. pini with the costs of insect monitoring and insecticide spraying in two scenarios of pine production (with protection vs. without protection). The results show that monitoring the pine tree lappet moth and aerial spraying of insecticides are economically beneficial to forest owners. The total net present value (NPV) of protection was about EUR 1965 ha−1 at a discount rate of 0% and the benefit–cost ratio (BCR) was about 22.14. NPVs and BCRs per hectare were highest for protecting stands with high site index and stands in the age class of 20–39 years. The authors conclude that monitoring insect pests and aerial spraying of insecticides are economically viable options to protect forests against needle-feeding insect pests.
