Emergencies in recent years caused by floods make us to think about the sufficiency and adequacy of the preventive technical measures taken to protect territories from flooding. In the current conditions, the emphasis should shift from the fight against natural hydrological processes to a set of measures aimed at eliminating the causes of flood-caused damage increasing.
