Erfaring med etablering og restaurering av amfibielokaliteter i Vestby kommune i forbindelse med utvidelsen av Vestby Næringspark Ø. Tiltak for spissnutefrosk og storsalamander

Norsk institutt for naturforskning. Vestby kommune varslet i 2021 oppstart av planarbeidet for utvidelse av Vestby Næringspark Øst. Da planforslaget lå ute til offentlig ettersyn i 2022 fremmet Statsforvalteren i Oslo og Viken innsigelse til reguleringsplanen, med bakgrunn i at planforslaget ikke ivaretok hensynet til spissnutefrosk (Rana arvalis) og storsalamander (Tritururs cristatus) på en god nok måte. Utvidelsen av Vestby Næringspark Ø omfattet et areal på 223 dekar øst for eksisterende næringspark. Innenfor planområdet var det tidligere laget en erstatningsdam for amfibier. Vestby kommune startet i 2022 arbeid med tiltak for amfibiene for å imøtekomme kravene til Statsforvalteren i Oslo og Viken. Målet var å gjennomføre tiltak for å sikre bestandene av spesielt spiss-snutefrosk og storsalamander. Tiltakene ble beskrevet i fire ulike fagrapporter og omfattet 1) bindende avtaler med grunneiere for framtidig sikring av ynglelokaliteter for amfibier, 2) etablering eller restaurering av seks amfibiedammer, 3) flytting av bestanden av spissnutefrosk og storsalamander fra erstatningsdammen på arealene til Vestby Næringspark til nye erstatningsdammer, og 4) en plan for overvåking av amfibiene i de nye dammene. Som en del av strategien for å ta vare på amfibiene i Vestby kommune, ble det også planlagt tiltak for amfibier på den kommunale eiendommen Ødemørk. Denne rapporten beskriver alle tiltak som er gjennomført i 2023 og 2024 for å imøtekomme kravene i innsigelsen til Statsforvalteren for utvidelsen av Vestby Næringspark. Rapporten oppsummerer forslagene fra de fire delrapportene og resultatet med etablering av fire nye ynglelokaliteter for spissnutefrosk og restaurering av seks yngledammer for storsalamander, med tilhørende landområder. På grunn av påvisningen av soppen Batrachochytrium dendrobatidis (Bd) våren 2023 måtte planene for flytting av bestanden av spissnutefrosk og storsalamander endres. Den ble gjennomført våren og sommeren 2024 med innsamling og flytting av egg. For å hindre spredning av Bd ble det utviklet en ny metode som inkluderte både innsamling, desinfisering og kontrollert utsetting av egg fra de to artene. Det ble gjennomført bestandsestimater og genetiske undersøkelser av bestanden av spissnutefrosk i forkant av utsettingene. Disse undersøkelsene ga innsikt i erstatningsdammens betydning for både totalbestanden av storsalamander og spissnutefrosk i Vestby kommune, og var utgangspunkt for flytting av eggene. Klekkingen av egg ble overvåket og observasjon av overlevelse etter utsettingene ble overvåket. Det er laget et 5-årig overvåkingsprogram for å kontrollere at bestandsmålet om en tredobling av antallet ynglende spissnutefrosk og storsalamander blir nådd. En adaptiv forvaltningsmodell skal sikre at nye tiltak blir gjennomført hvis ikke bestandsmålene nåes i løpet av fem år.

Experience with the establishment and restoration of amphibian habitats in Vestby municipality in connection with the expansion of Vestby Business Park East. In 2021, Vestby municipality announced the start of the planning process for the expansion of Vestby Business Park East (Vestby Næringspark Øst). When the draft plan made available for public consultation in 2022, the County Governor of Oslo and Viken raised an objection to the zoning plan, citing that the draft did not sufficiently consider the protection of the moor frog (Rana arvalis) and the great crested newt (Triturus cristatus) in a sufficiently good way. The expansion of Vestby Business Park East covered an area of 223 hectares to the east of the existing business park. A replacement pond for amphibians had previously been created within the planning area. In 2022, Vestby Municipality started to work on measures for amphibians to meet the requirements of the County Governor of Oslo and Viken. The goal was to implement actions to secure the populations of especially the moor frog and the great crested newt. The measures were described in four different technical reports and included: 1) binding agreements with landowners for the future protection of breeding sites for amphibians, 2) establishment or restoration of six amphibian ponds, 3) relocation of the populations of moor frog and great crested newt from the replacement pond on the Vestby Business Park land to new replacement ponds, and 4) a monitoring plan for the amphibians in the new ponds. As part of the strategy to protect the amphibians in Vestby Municipality, measures for amphibians were also planned on the municipal property Ødemørk. This report describes all the actions carried out in 2023 and 2024 to meet the requirements in the objection from the County Governor for the expansion of Vestby Business Park. The report summarizes the proposals from the four sub-reports and the results, which included the establishment of four new breeding locations for moor frogs and the restoration of six breeding ponds for great crested newts, along with the associated land areas. Due to the detection of the fungus Batrachochytrium dendrobatidis (Bd) in the spring of 2023, the plans for relocating the populations of moor frogs and great crested newts had to be changed. This relocation was carried out in the spring and summer of 2024 with the collection and relocation of eggs. To prevent the spread of Bd, a new method was developed that included egg collection, disinfection, and controlled release of eggs from the two species. Population estimates and genetic studies of the moor frog population were conducted prior to the release. These studies provided insight into the significance of the replacement pond for both the total population of great crested newts and moor frogs in Vestby municipality and were the starting point for the relocation of the eggs. The hatching of eggs and survival after release were monitored. A 5-year monitoring program has been established to ensure that the population goal of tripling the number of breeding moor frogs and great crested newts is achieved. An adaptive management model will ensure that new measures are implemented if the population goals are not met within five years.
