The main basic components that have the greatest impact on the dynamics of the fishing industry development in the Arctic zone include the established volumes of allowable catches and their acquisition, the volume of production and processing of fish raw materials, the range of workable products, the state of productive capacities of the fishing fleet and coastal processing plants, and the availability of modern infrastructure. The volume of biological resources harvested in the Arctic seas is 280-320 tons, while their reserves are estimated to be two million tons, which indicates the great potential of this region for the future development of fishing industry. The growth of the economic efficiency of capture fisheries in the Arctic seas can be ensured through deeper processing of the harvested raw materials and the involvement of secondary resources in the economic turnover. The type of facilities involved in the industrial processing of aquatic biological resources is of great interest from the point of view of analyzing the economics of fishing and the cost of production. The manufacture of fish products is carried out on 22 fishing vessels and on 4 coastal fish factories. The bulk of the biological resources caught are processed on ships, which is dictated by economic feasibility in terms of production efficiency. But in pursuit of profit, large companies invested in production facilities, paying little attention to the state of stocks of aquatic biological resources in the waters of their harvesting. The resulting imbalance of catching and production capacity has a negative impact on the economy of the fishing industry, in particular in the Arkhangelsk region, the situation in which is specially considered. A decrease in stocks of aquatic biological resources was also noted here. To eliminate existing imbalances, businesses and regional government authorities must find compromise solutions that would take into account the interests of both parties. The aim to saturate the Russian domestic market with high-quality fish products should become the priority.

Основные базовые компоненты, оказывающие наибольшее влияние на динамику развития рыбной отрасли арктической зоны, включают в себя установленные объемы допустимых уловов и их освоение, объемы добычи и переработки рыбного сырья, номенклатуру вырабатываемой продукции, состояние производственных мощностей рыбопромыслового флота и береговых перерабатывающих заводов, наличие современной инфраструктуры. Объем добываемых в арктических морях биоресурсов составляет 280-320 тыс. т, в то время как их запасы оценивается примерно в 2 млн т, что говорит о большом потенциале этого региона для будущего развития рыбной отрасли. Рост экономической эффективности рыбного промысла в арктических морях может быть обеспечен за счет более глубокой переработки добываемого сырья и вовлечение в хозяйственный оборот вторичных ресурсов. Вид задействованных мощностей по промышленной переработке водных биоресурсов представляет большой интерес с точки зрения анализа экономики промысла и себестоимости вырабатываемой продукции. Производство рыбной продукции осуществляется на 22 рыбопромысловых судах и на 4 береговых рыбзаводах. Основной объем добываемых биоресурсов перерабатывается на судах, это диктуется экономической целесообразностью с точки зрения эффективности производства. Но в погоне за прибылью крупные компании инвестировали средства в производственные мощности, мало обращая внимания на состояния запасов водных биоресурсов в акваториях их промысла. Вызванный этим дисбаланс добычи и производственных мощностей негативно отражается на экономике рыбной отрасли, в частности в Архангельской области, ситуация в которой рассматривалась особо. Здесь же отмечено и снижение запасов водных биоресурсов. Для устранения имеющихся дисбалансов бизнес и региональные органы государственной власти должны находить компромиссные решения, которые учитывали бы интересы обеих сторон. Приоритетом должно стать насыщение внутреннего рынка России качественной рыбной продукцией.
