ECONOMIC PROBLEMS OF THE DEVELOPMENT OF INNOVATIVE ACTIVITY IN AGRICULTURAL ENTERPRISES OF UKRAINE | ЕКОНОМІЧНІ ПРОБЛЕМИ РОЗВИТКУ ІННОВАЦІЙНОЇ ДІЯЛЬНОСТІ В СІЛЬСЬКОГОСПОДАРСЬКИХ ПІДПРИЄМСТВАХ УКРАЇНИ

English. Subject of research. A set of theoretical, methodical and practical aspects of the innovative activity of agricultural enterprises. Purpose. Theoretical and methodological substantiation and development of practical recommendations for improving the innovative activity of agrarian enterprises. Methods. In the process of conducting research, general scientific and special methods of economic research were used, in particular: systematic approach, comparative, dialectical and abstract-logical. Results. The article is devoted to the consideration of economic problems of the development of innovative activities of agricultural enterprises. On the basis of generalization, it is proved that innovation is interpreted as a result, since innovative activity is characterized by a process component. In relation to the agrarian sector, the conceptual component of innovation should include the following changes (in the sphere of the organization of agricultural enterprises, the development and improvement of products and services, the creation and application of new technologies, etc.), the results of which will create conditions for ensuring food security, the level and quality of the ecological and social well-being of rural territories, increasing the competitiveness of domestic agricultural products and food. An important task in the innovative development of agriculture is the popularization of scientific and technological achievements and best practices. At the same time, it is necessary to form conditions for the development of scientific and technical activities and obtaining results that ensure the independence and competitiveness of the industry. As the author's research shows, it is too early to include the agricultural sector of the economy among the key innovation-active sectors, since a relatively small number of agricultural enterprises (mostly large vertically integrated business structures) can redirect funds from circulation to innovative activities. The introduction and development of innovations in the agricultural sector are carried out at a slow pace, which is also due to the specifics of the industry, first of all, the duration of the introduction, development and mastering of innovations, etc. We believe that for the successful development of innovative processes in agriculture, it is necessary to fulfill a number of conditions that allow to increase the investment attractiveness of the industry by increasing the growth rate of technical renewal, accelerating the turnover of capital, developing the appropriate social infrastructure in agriculture, timely and targeted support from the authorities etc. Scope of research results. The results of the study can be used in the development of comprehensive programs for the development of rural areas in terms of financing regional support for the functioning of business entities in the field of agribusiness.

Ukrainian. Предмет дослідження. Сукупність теоретичних, методичних і практичних аспектів інноваційної діяльності сільськогосподарських підприємств. Мета. Теоретико-методичне обґрунтування та розробка практичних рекомендацій щодо вдосконалення інноваційної діяльності аграрних підприємств. Методи. В процесі проведення досліджень використано загальнонаукові та спеціальні методи економічних досліджень, зокрема: системний підхід, порівняльний, діалектичний та абстрактно-логічний. Результати. Проаналізовано економічні проблем розвитку інноваційної діяльності сільськогосподарських підприємств. На основі узагальнення доведено, що інновація інтерпретується як результат, оскільки інноваційній діяльності характерна попроцесна складова. Стосовно аграрного сектору концептуальної складової інновацій мають стати наступні зміни (у сфері організації діяльності сільськогосподарських підприємств, розробці та удосконаленні продуктів і послуг, створенні та застосуванні нових технологій тощо), результати яких створять умови для забезпечення продовольчої безпеки, рівня та якості екологічного й соціального благополуччя сільських територій, підвищення конкурентоспроможності вітчизняної сільськогосподарської продукції та продовольства. Важливим завданням в інноваційному розвитку сільського господарства виділяється популяризація науково-технологічних досягнень та передового досвіду. При цьому необхідно сформувати умови для розвитку наукової, науково-технічної діяльності й отримання результатів, що забезпечують незалежність та конкурентоспроможність галузі. Як показують проведені дослідження автора, аграрний сектор економіки до ключових інноваційно-активних вписувати рано, оскільки порівняно невелика кількість сільськогосподарських підприємств (переважно, це великі вертикально-інтегровані підприємницькі структури) можуть перенаправити з обігу кошти на інноваційну діяльність. Впровадження та розвиток інновацій в аграрній сфері здійснюються невисокими темпами, що зумовлено ще й галузевою специфікою, насамперед, тривалістю впровадження, розробки й освоєння інновацій та ін. Вважаємо, що для успішного розвитку інноваційних процесів у сільському господарстві необхідне виконання низки умов, що дозволяють підвищити інвестиційну привабливість галузі за допомогою збільшення темпів зростання технічного оновлення, прискорення оборотності капіталу, розвитку відповідної соціальної інфраструктури у сільському господарстві, своєчасної та адресної підтримки з боку владних структур та ін. Сфера застосування результатів. Результати дослідження можуть бути використанні при розробці комплексних програм розвитку сільських територій, в частині фінансування заходів регіональної підтримки функціонування суб’єктів підприємницької діяльності в сфері агробізнесу.
