El objetivo del trabajo es analizar las características e implicaciones de los riesgos derivados de la difusión del cultivo de arroz con riego, en la cuenca del río Miriñay en Corrientes, centrada en la competencia por el recurso agua. Se identifican cuatro componentes desde la perspectiva del riesgo ambiental: a) la peligrosidad, dado que 5 subcuencas presentan la mayor probabilidad de déficit hídrico por la potencial demanda de agua para riego; b) la exposición se cuantificó en función de un análisis comparativo de los cambios en el uso del suelo en los 5 departamentos que abarca la cuenca, registrando un incremento del 62% la superficie sembrada con arroz, en un área heterogénea donde se identificaron 14 paisajes; c) para medir la vulnerabilidad se utilizaron los datos del censo 2002, identificando dos sistemas productivos agrícola-ganadero y ganadero; y, d) la incertidumbre. Las explotaciones agropecuarias relacionadas con los diferentes sistemas productivos presentan características estructurales y socioeconómicas diferentes, pudiendo destacarse una significativa concentración de los factores tierra, agua y capital. En el plano institucional destacan la ausencia de estudios hidrológicos que permitan conocer la oferta y la demanda de cada cuenca; la falta de capacitación técnica y gerencial, así como las limitaciones operativas del Estado dificultan la organización de los diferentes subsistemas que interactúan.

The objective of the paper is to analyze the characteristics and implications of the risks that stem from the diffusion of the irrigated rice crop in the basin of the Miriñay River in Corrientes, focusing on the competition for water resources. From the perspective of environmental risk, four components have been identified a) the danger of hydric deficit that five sub-basins present due to the increased demand of water for irrigation, b) the exhibit was quantified as a result of a comparative study of the changes in the use of the soil in the (5) five areas around the basin registering an increase of 62% of the seeded surface with rice in a heterogeneous area where fourteen (14) landscapes were identified c) to measure vulnerability, data from the 2002 census was used identifying two agricultural productive systems, agro-livestock and livestock, and d) the uncertainty. The agricultural lands related to different productive systems present structural and different socioeconomics characteristics, which are able to highlight the significant concentration of land, water and capital factors. The absence of hydrological studies within the institutional framework that would allow for knowledge of the supply and the demand of each basin; the lack of technical and managerial training and the operational limitations of the state make the organization difficult for the different subsystems that interact.

L’objectif de ce travail est d’analyser les caractéristiques et les implications des risques découlant de la diffusion de la culture de riz d’arrosage dans le bassin de la rivière Miriñay à Corrientes et d’étudier leurs effets sur la compétition pour l’utilisation de l’eau. On identifie quatre composantes selon la perspective du risque environnemental a) le danger : 5 sous-bassins présentent la plus grande possibilité de déficit hydrique à cause de la demande potentielle d’eau pour arrosage, b) l’exposition : cette composant a été quantifié en fonction d’une analyse comparative des changements dans l’usage du sol dans les 5 départements compris dans le bassin en enregistrant une augmentation de 62% la surface semée de riz, dans une zone hétérogène où on a identifié 14 paysages c) pour mesurer la vulnérabilité, on utilise les données du recensement 2002, en identifiant deux systèmes productifs d’agriculture et élevage et d’élevage, d) l’incertitude : Les exploitations agricoles liées aux différents systèmes productifs présentent des caractéristiques structurelles et socio-économiques différentes. Il en ressort une concentration significative des facteurs terre, eau et capital. Au plan institutionnel, l’absence d’études hydrologiques permettant de connaître l’offre et la demande de chaque bassin ; le manque de formation technique et de gestion et les contraintes opérationnelles de l’Etat rendent difficile l’organisation des différents soussystèmes impliqués.
