La filière viande cameline ; un enjeu pour le développement de l'élevage. - Cas de la région du Souf -

La présente étude vise à établir l'état des lieux relatif à la filière viande cameline et la place qu’occupe ce produit en termes de consommation dans la région du Souf. A cette fin une série d’enquêtes ont été effectués auprès de 395 acteurs, représentant les différents segments de la filière et répartis à travers 9 grandes circonscriptions administratives. L’étude a donné lieu à la mise en évidence de typologies structurales de différents acteurs, d’analyser leurs stratégies, pratiques et situation financière afin d’appréhender le fonctionnement de la filière. Des groupes homogènes qui interagissent à tous les niveaux de la chaine ; produire pour vendre et acheter pour commercialiser ou consommer. Ils sont respectivement 3 groupes homogènes de producteurs, 3 types de marchés camelins où les animaux sur pieds changent de mains suivant des circuits plus ou moins longs avant d’atteindre l’acheteur final, en l’occurrence le boucher. Outre de 4 groupes de bouchers et 3 groupes de consommateurs ont été identifiés. Par ailleurs, l’étude a pu conclure que finalement la viande cameline, décrite comme produit du futur dans les régions arides, demeure faiblement commercialisée et consommée et vient loin derrière celle du bovin. Elle se limite à la viande des jeunes sujets préférée à une échelle locale. Que peut-on déduire ? La filière viande cameline au niveau de la région du Souf est à son état embryonnaire, mal organisée et dominée par les intermédiaires, la spéculation et l’informel. La production des animaux incarne le caractère extensif affectant leurs potentiels productifs, le manque de transparence et de traçabilité dans les transactions commerciales alors que la couverture sanitaire est quasiment inexistante à tous les niveaux de la chaine. Ce sont les traits généraux qui caractérisent la filière viande cameline dans le Souf alors que le développement et la promotion du produit viande en tant que produit de terroir sous-entend une réorganisation aussi bien dans sa structure que dans son fonctionnement. Un redéploiement des acteurs à travers la profession, l’engagement des pouvoirs publics à tous les niveaux de la chaine, l’innovation dans les élevages et l’intégration du produit viande dans le circuit de l’agro-industrie sont les priorités immédiates.

تهدف هذه الدراسة إلى تحديد وضعية شعبة لحوم الإبل والمكانة التي يحتلها هذا المنتج من حيث الاستهلاك في منطقة وادى سوف. ولهذه الغاية، تم إجراء سلسلة من الاستطلاعات الميدانية مست 395 فاعلا اقتصاديا ينشط في مختلف حلقات انتاج لحم الإبل موزعين عبر 9 مناطق إدارية كبيرة. أسفرت الدراسة إلى تحديد أنماط هيكلية لمختلف الفاعلين الاقتصاديين وهذا بهدف تحليل استراتيجياتهم وممارساتهم ووضعهم المالي من أجل فهم أداء القطاع. اظهرت الدراسة وجود مجموعات متجانسة تتفاعل فيما بينها على جميع المستويات؛ تنتج للبيع وتشتري للتسويق أو الاستهلاك وهي على التوالي: 3 مجموعات متجانسة من المنتجين، 3 أنواع من أسواق الإبل حيث تتغير الجمال الحية عبر عدة فاعلين اقتصاديين تجاريين مشكلة بذلك سلاسل تجارية طويلة أو قصيرة قبل بلوغها المشتري النهائي (الجزار). بالإضافة إلى 4 مجموعات من الجزارين و3 مجموعات من المستهلكين. علاوة على ذلك، اظهرت الدراسة ان لحوم الإبل، الموصوفة على أنها نتاج المستقبل في المناطق القاحلة، لا تزال ضعيفة التسويق والاستهلاك وتأتي في مرتبة متأخرة عن لحم الأبقار، إذ يقتصر استهلاكها على لحم صغار الإبل على المستوى المحلي. ماذا يمكن أن نستنتج؟ قطاع لحوم الإبل في منطقة وادى سوف لا يزال في حالته الجنينية، يتميز بسوء التنظيم ويهيمن عليه الوسطاء والمضاربة والنشاط الغير الرسمي. يعتمد إنتاج الإبل على النظام الحر الذي بدوره يؤثر سلبا على إنتاجية الحيوانات، الافتقار إلى الشفافية وإمكانية التتبع في المعاملات التجارية بينما التغطية الصحية تكاد تكون معدومة على جميع مستويات السلسلة. إنها السمات العامة التي تميز قطاع لحوم الإبل في منطقة الدراسة، ينطوي التطوير والترويج للحوم الإبل كمنتج محلي على: إعادة تنظيم في هيكلة وعمل القطاع. إن إعادة نشر وتنظيم الفاعلين الاقتصاديين حسب المهنة، والتزام السلطات العامة على جميع مستويات السلسلة الانتاجية، والابتكار في التربية ودمج منتج لحوم الإبل في دائرة الصناعة الغذائية تعتبر أولويات عاجلة.

The aim of this study was to establish the camel meat sector state and the place of this product in terms of consumption in Souf region. To do, a filed survey was carried out on 395 actors, representing the different segments of the camel meat commodity chain and spread over 9 administrative districts. The study led to the identification of structural typologies of different actors, to analyse their strategies, practices and financial situation in order to understand the camel meat sector functioning. Homogeneous groups interact at all levels of the chain; produce to sell and buy to market or consume. They were respectively: 3 homogeneous groups of producers, 3 types of camel markets where live camels can change multiple hands following circuits more or less long before reaching the final buyer, in this case the butcher. In addition: 4 groups of butchers and 3 groups of consumers were identified. Furthermore, Camel meat, which is sometimes described as a meat of the future in the arid regions, remains however weakly commercialized, mainly for indigenous consumption, far away behind beef meat consumption and it was limited to the meat of young camel. What can we deduce? The camel meat sector in Souf region is in its embryonic state, poorly organized and dominated by intermediaries, speculation and informality. The animal production embodies the extensive system which affect their productive potentials, the lack of transparency and traceability in commercial transactions while health coverage is almost non-existent at all levels of the chain. These are the general features characterize the camel meat sector in Souf. which development and promotion of the meat product as a local product implies a reorganization as much in its structure as in its operation. A redeployment of players through the profession, the commitment of public authorities at all levels of the chain, innovation in camel rearing and the integration of the meat product into the agribusiness circuit are the immediate priorities.
