Sveriges kommuners klimatarbete : Kartläggning och tematisk analys av styrdokument

Världen står inför en global uppvärmning som medför klimatförändringar med negativa följdeffekter. Klimatkrisen kräver krafttag av alla världens aktörer, så även av Sverige och dess kommuner. Kommuners klimatarbete är av vikt för att Sverige ska bidra till att uppnå Parisavtalet och Agenda 2030:s klimatrelaterade globala mål. Syftet med denna studie var att genomföra en kartläggning samt analys av Sveriges kommuners styrdokument för klimatarbete. En litteraturstudie samt en teoristyrd tematisk analys av styrdokumenten genomfördes för att undersöka förekomsten avanalysmodellens kategorier; Mitigation och Adaption samt Tekniska- och Naturbaserade lösningar. Kommuners samarbeten med utvalda organisationerundersöktes för att ge en bredare bild av kommuners klimatarbete. Studiens resultat visar att 66% av Sveriges kommuner presenterar minst ett styrdokument för klimatarbete. Kategoriernas närvaro inom dokumenten varierar, där Mitigation ochTekniska lösningar är vanligast förekommande inom alla kommuners styrdokument. Kategorierna Adaption samt Naturbaserade lösningar har en större variation i andel och är mindre etablerade än Mitigation och Tekniska lösningar. Slutsatsen är att Sveriges kommuner i hög grad har planering för ett klimatarbete, men med varierande omfattning och val av utförandesätt. Vidare att adapterande klimatstrategier och naturbaserade lösningar är underrepresenterade. Kommunerna kan behöva mer stöd för att bredda sitt klimatarbete. Sveriges klimatomställning behöver påskyndas och alternativa arbetssätt kan behövas i syfte att effektivisera och utveckla klimatarbetet. Studiens kartläggning, som inkluderar alla Sveriges kommuner, har bidragit med en god grund för vidare forskning.

The world is facing a global warming that is causing climate change with negative consequences. The climate crisis requires action from all the world's actors, including Sweden and its municipalities. Municipal climate action is important for Sweden to contribute to achieving the Paris Agreement and the climate related Global Goals of the Agenda 2030. The purpose of this study was to conduct a survey and analysis of Sweden's municipalities' climate related policy documents. A literature study and a theory-driven thematic analysis of the policy documents were conducted to examine the presence of the analysis model's categories; Mitigation and Adaptation as well as Technical- and Nature-based solutions. Municipal collaborations with selected organizations were examined to provide a broader picture of the municipalities' climate action. The results of the study show that 66% of Sweden's municipalities present at least one policy document for local climate action. The presence of the model’s categories within the documents varies, with Mitigation and Technical solutions being the most common in all municipalities' policy documents. The categories Adaptation and Nature-based solutions have a greater variation in share and are less established than Mitigation and Technical solutions. The conclusion is that the largest part of Sweden's municipalities has made plans regarding local climate action, but with varying scope and choice of implementation methods. Furthermore, adaptive climate strategies and nature-based solutions are underrepresented. Municipalities may need more support to broaden their climate actions and strategies. Sweden's climate transition needs to be accelerated and alternative working methods may be needed in order to streamline and develop local climate actions. The study's mapping including all the municipalities of Sweden has provided a good basis for further research.
