From invisibility to agenda-setting: the emergence of the problem of micropollutants in water in France | De l’invisibilité à la mise à l’agenda : l’émergence du problème des micropolluants dans l'eau, en France

Micropollutants are still being described as "emerging contaminants" more than fifty years after the first research studies showed their impact on the environment and even on human health more recently. Today, the problem is known, but not entirely, not by everyone, and not in the same way depending on who is involved. Several aspects of the problem are still unknown or under debate. There are European regulations on drinking water and aquatic environments, which have subsequently been transposed into French law, but there are no public policies that are territorialised and standardised throughout the country. In other words, the problem is in the process of being identified and framed and, as a result, the field of possibilities is (partially) open. It is therefore particularly interesting to identify the different areas and actors involved in this work of definition of the problem. This article looks at the problem of micropollutants and in particular pharmaceutical residues, with a particular focus on the research programmes that have been working on these substances over the last twenty years, in order to observe the links that have been established between the various research programmes, regulations and agenda-settings.

Pourtant présentés comme un enjeu majeur des politiques publiques environnementales et sanitaires, les micropolluants et notamment les résidus de médicaments, continuent d’être qualifiés de « contaminants émergents » plus de cinquante ans après les premiers travaux de recherches démontrant leur impact sur les milieux, voire la santé humaine. Aujourd’hui, le problème est connu mais pas entièrement, pas par tous et pas de la même manière suivant les acteurs. Plusieurs aspects du problème sont par ailleurs encore inconnus, ou en débat. Il existe une réglementation européenne sur l’eau potable et les milieux aquatiques, transcrite par la suite en droit français, mais il n’existe pas de politiques publiques territorialisées et standardisées sur l’ensemble du territoire national. Cela revient donc à dire que le problème est en cours d’identification et de cadrage et, par conséquent, que le champ des possibles est (partiellement) ouvert. Il devient donc particulièrement intéressant de s’attacher à identifier les différents espaces et acteurs qui participent à ce travail de mise en lumière, pour comprendre les rationalités à l’œuvre, les liens entre les territoires, les recherches et les politiques publiques qui y sont menées, etc. Cet article propose de s’intéresser à la mise en problème des micropolluants, en effectuant notamment un tour d’horizon des programmes de recherches qui ont travaillé sur ces substances au cours des vingt dernières années afin d’observer les liens qui existent entre recherche scientifique, réglementation et mise à l’agenda politique.
