The EU target for organic farming: Potential economic and environmental impacts of two alternative pathways

The EU aims to reach 25% of the total agricultural areaunder organic farming by 2030. Interlinking a farm-leveland agro-economic market model, we assess impacts ofachieving the target either at Member State or aggregatedEU level. Results show that flexible budget allocationacross Member States would be more cost-efficient andless detrimental to EU production. Conversely, targetingat Member State level proves more effective in generatinggreater aggregated and more evenly distributed environ-mental benefits across EU regions. The results indicatethe importance of leveraging tailored approaches to opti-mize organic farming outcomes across the EU.
