Summary This case study explores the participative development process of the tourism public policy in the city of Recife-PE, Brazil. Presenting the governance process that brings together different actors of the creative ecosystem of the city the case illustrates how working together to achieve a common dream results in a long-lasting development process that nurtures and feedbacks into the system in an ascending spiral that crystallizes transformations. It can be perceived in the integration of the tourism environment’s actors, in the strengthening of creative tourism initiatives and in the establishment of the city as a creative tourism destination reference in South America.
