Procedimiento para la gestión pública de la calidad de vida en Consejos Populares | Procedure for the public management of the quality of life in Popular Council

Spanish; Castilian. El ser humano ha luchado siempre por elevar su calidad de vida. En el devenir histórico y en cada una de las formaciones económicas sociales ha existido el interés o preocupación por la calidad de la existencia de las personas. Elevar la calidad de vida es el resultado que se espera a partir de la planeación estratégica a escala municipal, en correspondencia esta con la política del país y provincia, pero sin embargo se aprecian insuficientes niveles de articulación entre actores, así como la ausencia de herramientas integrales que aborden este tema de manera sistémica y multidimensional. En este marco resulta importante destacar el rol protagónico del Consejo Popular, por lo que el objetivo de la presente investigación es la propuesta de un procedimiento para contribuir a la gestión de la calidad de vida en Consejos Populares, respaldado por la Administración Pública Municipal, en función del aprovechamiento de recursos endógenos y exógenos sobre bases participativas y con enfoque estratégico. Durante la investigación se utilizaron los métodos teóricos, lógicos, empíricos así como métodos de medición que posibilitaron el empleo de procedimientos estadísticos, tanto paramétricos como no paramétricos. Como resultado se obtiene la concepción de dicho procedimiento el cual permitirá orientar metodológicamente a los Consejos Populares acerca de cómo llevar a cabo el proceso de gestión pública de la calidad de vida, y a la vez favorece la toma de decisiones sobre acciones de planificación a incluir en el mismo.

English. The human being has always fought to elevate his quality of life. In becoming historical and in each one of the economic social formations it has existed the interest or concern for the quality of the existence of people. To elevate the quality of life is the result that one waits starting from the strategic plantation to municipal scale, in correspondence this with the politics of the country and county, but insufficient articulation levels are appreciated among actors, as well as the absence of integral tools that you/they approach this topic in a systemic and multidimensional way. In this mark it is important to highlight the protagonist list of the Popular Council, for what the objective of the present investigation is the proposal of a procedure to contribute to the management of the quality of life in Popular Council, supported by the Public Municipal Administration, in function of the use of endogenous and exogenous resources on participatory bases and with strategic focus.During the investigation, the theoretical, logical, empiric methods were used as well as mensuration methods that facilitated the employment of statistical procedures, so much parametric as not parametric. As a result, the conception of this procedure the one is obtained which will allow to guide methodologically to the Popular Council about how to carry out the process of public management of the quality of life, and at the same time it favors the taking of decisions on actions of planning to include in the same one.
