Analysis of RASFF system notifications for histamine in fishery products over a period of 11 years: international situation and the case of Morocco | Analyse des notifications du système RASFF pour l'histamine dans les produits de la pêche sur une période de 11 ans: Situation internationale et cas du Maroc

Information provided by the Rapid Alert System for Food and Feed (RASFF) concerning fishery products exported from several countries to the European market as well as those exported from Morocco, during a period of 11 years (2005-2015), were studied to analyze the occurrence of histamine. A number of 46 countries were notified on the basis of non-compliant histamine content in their exported products. The total number of RASFF notifications for histamine was 1.22 % of the total number of RASFF notifications and 10.9 % of RASFF notifications for fishery products. Products originating from 8 countries (Portugal, Côte d’Ivoire, Spain, Mexico, Norway, Italy, Vietnam and China) accounted for 80 % of the highest levels of histamine. Over the period 2005-2015, the mean number of histamine notifications per country was 38 with a minimum of one notification for Norway, Sweden, Chile, Ghana, Fiji, Poland, Estonia and Germany and a maximum of 58 notifications for Spain. The average histamine content was 894.7 mg/kg. The highest histamine levels were recorded for products originating from Europe (1367.2 mg/kg) followed by those from America (1169.7 mg/kg), Asia (712.6 mg/kg), Australia (638.4 mg/kg) and Africa (600.4 mg/kg). On the other hand, Asia recorded the highest number of notifications (n = 213; 50.2 %) followed by Europe (n = 101; 23.8 %). The maximum number of notifications concerned tuna (n = 247; 62 %). For Morocco, the mean number of RASFF notifications for histamine levels was 5/year with an average content of 506.8 mg/kg, sardine being the main notified fish species (n = 42; 82.4 % ) but the highest content was in anchovy (910.3 mg / kg). In terms of tonnage, the histamine incriminated products originating from Morocco remain low and constitute 0.014% of the total fish quantity exported. The economic and social consequences of these notifications are not negligible and must be considered. Analysis of these RASFF data also revealed that the average content of histamine incriminated in histamine intoxications is 2075.8 mg / kg and that 78% are contents greater than 1000 mg/kg. Les informations fournies par le Système d’Alerte Rapide pour les Aliments et les Aliments pour animaux (RASFF) concernant les produits de la pêche, exportés de plusieurs pays vers le marché Européen ainsi que ceux exportés du Maroc durant une période de 11 ans (2005-2015), ont été étudiées pour analyser l’occurrence de l’histamine. Un nombre de 46 pays ont été notifiés pour motif de teneurs d’histamine non conformes dans leurs produits exportés. Le nombre total des notifications RASFF pour motif d’histamine correspondent à 1,22 % par rapport aux nombre total de notifications RASFF et à 10,9 % par rapport aux notifications RASFF concernant les produits de la pêche. Les produits originaires de 8 pays (Portugal, Côte d’ivoire, Espagne, Mexique, Norvège, Italie, Vietnam et Chine) comptent pour 80 % des teneurs d’histamine les plus élevées. Entre 2005 et 2015, le nombre moyen de notifications par pays pour motif d’histamine est de l’ordre de 38 avec un minimum d’une seule notification pour la Norvège, la Suède, le Chili, le Ghana, Fidji, la Pologne, l’Estonie et l’Allemagne et un maximum de 58 notifications pour l’Espagne. La teneur moyenne en histamine est de 894,7 mg/kg. Les teneurs les plus élevées ont été enregistrées pour les produits originaires d’Europe (1367,2 mg/kg), suivis par ceux de l’Amérique (1169,7 mg/kg), ensuite l’Asie (712,6 mg/kg), l’Australie (638,4 mg/kg) et en dernier lieu l’Afrique (600,4 mg/kg). Par contre, l’Asie a enregistré le nombre maximal de notifications (n=213; 50,2 %) suivie par l’Europe (n=101; 23,8 %). Le maximum de notifications a concerné le thon (n=247; 6 %). Pour le Maroc, le nombre moyen de notifications RASFF pour motif d’histamine est de 5/an avec une teneur moyenne de 506,8 mg/kg, la sardine étant la principale espèce de poisson notifiée (n=42; 82,4 %) mais la teneur la plus élevée a concerné l’anchois (910,3 mg/kg). En termes de tonnage, les produits refoulés originaires du Maroc pour motif d’histamine restent faibles et constituent 0,014 % de la quantité totale exportée. Cependant, les conséquences économiques et sociales de ces refoulements sont non négligeables et à prendre en compte. L’analyse de ces données RASFF a aussi fait ressortir que la teneur moyenne d’histamine incriminée dans les intoxications histaminiques est de 2075,8 mg/kg et que 78 % sont des teneurs supérieures à 1000 mg/kg. En d’autres termes, on peut avancer sans équivoque que la limite de sécurité de 200 mg/kg, appliquée jusqu’à présent, assure la protection du consommateur.
