As a result of the studies, it was proposed to use a systematic approach when considering and characterizing the activity of cluster structures, in connection with which an appropriate definition was developed, the scientific novelty of which is reduced to the formation of highly valuable and competitive results, the formation of the necessary investment volumes and their distribution by priority, etc.The «rule of ten K» was formulated. The novelty of the developed scheme lies in the fact that the features presented in it reveal the true essence of clustering and are peculiar functions of the effective organization and functioning of cluster associations.

В результате проведенных исследований предложено использовать системный подход при рассмотрении и характеристике деятельности кластерных структур, в связи с чем разработано соответствующее определение, научная новизна которого сводится к формированию высокоценных и конкурентных результатов, образованию необходимых объемов инвестиций и их распределению по приоритетам и т.п. Сформулировано «правило 10-ти К». Новизна разработанной схемы заключается в том, что представленные в ней признаки раскрывают истинную суть кластеризации и представляют собой своеобразные функции эффективной организации и функционирования кластерных объединений.
