Relação do design com a participação cívica digital para pessoas com diversidades funcionais: Estudo exploratório

Este artigo apresenta e discute os resultados de um estudo exploratório sobre a contribuição da tecnologia digital para a participação cívica, baseado na experiência de pessoas com diversidade funcional, de profissionais e de pesquisadores da área. A participação cívica digital aproxima o governo e os cidadãos, favorecendo a democracia. Neste cenário a inclusão digital e social é imperiosa e a acessibilidade fundamental. Nesta pesquisa optou-se por uma pesquisa qualitativa através de entrevista semi-estruturada junto a 16 participantes divididos em três perfis: seis pessoas com diversidade funcional, cinco profissionais da área e cinco pesquisadores da área. As entrevistas foram realizadas online e analisadas tematicamente através de um diagrama de afinidades. Os resultados revelam sete temas: Características dos participantes, Vantagens, Problemas, Soluções, Interação, Pertencimento e Participação cívica. Foi possível constatar que nenhum participante tinha sentimentos de exclusão total, sinal de que a pessoa não se sinta ouvida. Todos os participantes mencionaram interagir presencialmente e virtualmente; porém, as pessoas com diversidade apresentaram uma preferência pela relação presencial em detrimento das virtuais, mesmo sendo o grupo que destacou mais vantagens da interação virtual. Em conclusão pode-se perceber que o Design tem um papel indispensável para a participação cívica digital.

This article presents and discusses the results of an exploratory study on the contribution of digital technology to civic participation, based on the experiences of persons with functional diversity, professionals, and researchers in the field. Digital civics brings government and citizens closer, and favours democracy. In this context, digital and social inclusion are imperative and accessibility is fundamental. In this research, a qualitative approach was taken using semi-structured interviews with 16 participants grouped as three profiles: six people with functional diversity, five professionals in the field and five researchers in the field. The interviews were conducted online and analyzed thematically through an affinity diagram. The results revealed seven themes: Characteristics of the participants, Benefits, Problems, Solutions, Interaction, Belonging, and Civic participation. The study showed that none of the participants had feelings of total exclusion, where the person does not feel heard. All participants mentioned interacting in person and virtually; however, people with diversity showed a preference for in person relationships over virtual ones, even though they were the group that highlighted the most benefits of virtual interaction. In conclusion, it is clear that Design plays an indispensable role in digital civics.
