Government lake’s concept and complications regarding the crater lakes in Laguna and Quezon Provinces

Abstract The Government in the crater lakes have been mentioned and recognized in the literature, but their abstraction and hindrances are commonly scrutinized and speculated less. These small lakes are abundant in the Philippines, possessing the potential and capability for economic development and environmental conservation, yet many remain underdeveloped, underutilized, and lag behind. Thus, this academic paper establishes the concept of Government Lake and examines its complications in relation to the Ten Crater Lakes. The central idea employs theoretical-empirical and big-picture perspectives to discuss the role and its essential constituents—the Government Authorities, Development Orientations, and Development Impediments—in the small lakes. These centerpieces are integral for managing, constituting, and advancing the aquaculture-tourism nexus while sustaining the lakes and supporting their municipalities. Accordingly, the Government Authorities must lead the development position, preside over the conservation efforts, and tackle the crater lake stakeholders’ dysfunctions. Thus, the Government Lake is the crux—the hegemonic for the small lakes’ success (or failure), the fundamental for enduring commitment, the directional for attaining aquaculture and tourism balance, and the resonating for embracing this core concept.
