Trends and prospects for the development of the irrigation and drainage complex of the Slavsky district of the Kaliningrad region

Relevance. The development of the reclamation complex in the Kaliningrad region is one of the key tasks in achieving food security and improving the well-being of the region. In recent years, this issue has been highly relevant due to a number of geopolitical events. An important role in the agriculture of the region is played by the municipal district "Slavsky urban district" located mostly on polder lands with high potential fertility. A number of reasons led to the fact that the main part of drainage reclamation systems was deployed on this territory, which, if properly operated, are capable of leveling almost all the consequences of climatic phenomena that are difficult for agriculture. Despite the importance of this issue, the technical state and development of the amelioration complex have recently been given active attention.Purpose of work. Consider current trends and prospects for the development of the irrigation and drainage complex of the Slavsky region.Material and methods. To achieve this goal, stock materials of the Kaliningradmeliovodkhoz Administration and information from the Unified Information System in the field of procurement were analyzed.Results and conclusions. It can be concluded from the work that the technical condition of the reclamation systems is still unsatisfactory. The positive trends in land reclamation issues have increased significantly at the moment, which has increased the prospects for changing the situation for the better. Ideally, an increase in today's subsidies by 2-2.5 times is required, with the transition to the following investment ratio: 70% - for network operation, and 30% - for network reconstruction. It is also necessary to implement a number of socio-political decisions.

Relevance. A possible scenario of state self-isolation during an emergency actualizes interest in the study of foreign trade turnover of food calories as a factor of national security.Methods. The article considers issues of caloric value of export and import of the Russian food market for period 1998-2017.Results. The study was based on some hypothesis that the calorie content of exported grain was higher than a import of low-calorie foods like vegetables, fruits, and dairy products. The testing this hypothesis showed a sixfold excess of food calorie content of export over import and h a seven-fold cheapness of exported calories over imported ones. It was revealed that exports was represented by plant calories (grain), and import was represented by animal calories (dairy products). It was proposed to freeze the export of plant calories into emergency period and redirecting to development of domestic animal calories.

Assessing and comparing a price dynamics of animal and plant calories may use for modeling a mechanism of food security. Purpose of research - analysis of price of food calories in Russia.Results. Based a energy methods and Rosstat data caloric value of food produced and consumed iwas calculated for period 1990-2017 years of the Russian Federation . A food safety criterion is proposed. Showed double reserve of caloric for consumation of Russian population. Rubles caloric value equivalent was proposed, price calculations and analysis of price dynamics by type of food are carried out.

The population of our planet is growing every year and its growth by 2050 will exceed the potential of agriculture and will not be able to provide food security in General. This problem is the subject of the study. The article considers the existing programs of the Russian Federation aimed at supporting domestic producers of agricultural raw materials and food, ensuring the availability and quality of food in the food market. Foreign experience in the creation and implementation of programs in these areas has been studied. The article presents an assessment of the consequences of sanctions on the total cost of trade flows between the European Union and Russia. The study was carried out on the example of data on the Irkutsk region. An element of scientific novelty is the consideration of approaches to solving the problem of food security not only from the state, producers of agricultural raw materials and food, but also from its consumers – the population. Social efficiency in achieving the proposed performance indicators will be determined by increasing life expectancy, reducing morbidity, improving the quality of life of those suffering from diseases associated with poor nutrition, and the ratio of the obtained favorable social results to the costs to achieve them. At the same time, economic efficiency will be expressed by assessing the impact of the results achieved in the framework of the program activities on the formation of the gross product, increasing labor productivity and ensuring the dynamics of economic growth. The practical application of the proposed directions of improving the availability and quality of food for the population will improve the efficiency of the food market and create conditions for the formation of the state of protection of the Russian subjects from the threats of food security.

The article presents the author's method for estimation of the level of food self-sufficiency for the main types of food products in the regions of Republic of Tatarstan. The proposed method is based on the use of analytical methods and mathematical comparative analysis to compose a final rating. The proposed method can be used in the system of regional management of agro-industrial complex on the federal and local level. Relevance. The relevance of this work is caused by on the one hand a hardening of foreign policy that may negatively impact on national food security, and on the other hand the state crisis of the domestic agricultural sector. All this requires the development of new approaches to regional agribusiness management. Goal. To develop a methodology is used to assess the level of food self-sufficiency. To rate the level of self-sufficiency in main types of foodstuff in regions of Republic of Tatarstan. Materials and Methods. Statistical data of the results of the AIC of the Republic of Tatarstan for 2016 was used for the study. Analytical methods, including mathematical analysis and comparison were used. Results. Based on the analysis of the present situation for ensuring of food security in Russia it was shown that now it is necessary to develop effective indicators identifying the level of self-sufficiency in basic food regions. It was also revealed that there are no such indicators in system of regional agrarian and industrial complex at present time. As a result of analysis existing approaches the author's method of rating the level of self-sufficiency of regions was offered. This method was adopted on the example of the Republic of Tatarstan. Conclusions. The proposed method of rating estimation of self-sufficiency for basic foodstuffs can be used in the regional agroindustrial complex management system at the federal and local level. It can be used to rank areas in terms of their self-sufficiency for basic foodstuffs. This allows focusing on the improvement of backward non-advanced areas in agroindustry and making appropriate management decisions. The final rating value was 0.88 that was obtained from the analysis of the situation in the Republic of Tatarstan showing that the situation in matters of self-sufficiency for basic foodstuffs in general was good. However, there are reserves, as the maximum possible value of the rating may be 1. In the application of the proposed methodology for the assessment of the situation in various regions of the country, now it is possible to compare and evaluate the situation to take appropriate decisions for the development of management.

The article discusses the issues of import substitution in the market of agricultural products and resources for their production in Russian Federation, ensuring the country's food security. Research results show that since 2014, when the active import substitution policy began, there have been significant changes in the agri-food trade, characterized by a decline in imports and an increase in exports. However, in different product segments of the market the speed of these changes varies. Despite ensuring the country's food independence for most types of agricultural products, the dependence on the import of resources for its production remains significant. At the same time, the demand for agricultural products remains under pressure from declining household income, as well as a significant income differentiation. In this regard, suggestions were made for making adjustments to the doctrine of food security, primarily in terms of assessing the economic affordability of food. Also, an assessment was made of the changes made to the state program for the development of agriculture in conjunction with the strategic objectives of the development of the Russian Federation defined for the period up to 2024. The need to ensure consistency between the tasks assigned to the agro-industrial complex to achieve the country's food security, increasing the export potential of the domestic agri-food products and resources allocated for development, was noted.

Cтоловые корнеплоды (морковь, свекла столовая, редис, репа, пастернак и др.) являются источниками разнообразных витаминов и биологически активных веществ, поэтому они популярны во всем мире. Значительную долю в структуре производства и посевных площадей занимают морковь и свекла столовая. Согласно данным FAOSTAT, в 2018 г. в РФ произведено 1508 тыс. т моркови и 837 тыс. т свеклы столовой, что составляет 60% и 30% соответственно от существующих потребностей, даже импорт этой продукции не позволяет полностью их удовлетворить. Исходя из стратегии продовольственной безопасности, для повышения обеспеченности населения отечественной продукцией необходимо не только увеличение посевных площадей, но и быстрое внедрение сортов и гибридов F1 отечественной селекции, отвечающих требованиям промышленных технологий. С учетом этих требований в Федеральном научном центре овощеводства созданы сорта и гибриды столовых корнеплодов. Морковь столовая: F1 Надежда (сортотип Нантская), F1 Риф (сортотип Шантенэ) с урожайностью более 90 т/га, высокой выровненностью, сохранностью 95-98%, групповой устойчивостью к болезням хранения, сорт Маргоша (сортотип Нантская/Берликум) со стабильной урожайностью до 90 т/га, высокой экологической пластичностью. Одно-двусемянные сорта свеклы столовой: Бордо односемянная, Любава, Гаспадыня, с уровнем товарности 95-98%, с интенсивно окрашенной мякотью без четко выраженных колец. Репа японская Гейша и Снегурочка со съедобными листьями и сочной нежной мякотью корнеплода и ультраскороспелые формы Сапфир, Бирюза и Селекта для проточной гидропоники; скороспелые сорта редиса Ария, Соната, Миф и Мавр, устойчивые к стеблеванию и высоким содержанием аскорбиновой кислоты. Внедрение указанных сортов и гибридов в производство обеспечит хозяйствам стабильную прибыль. Given these requirements, the Federal Scientific Vegetable Center has developed varieties and hybrids table root crops. Carrot F1 Nadezda (variety Nantskaya), F1 Rif (variety Shantane) with a stable yield of more than 90 t/ha, high uniformity, safety 95-98%, group resistance to storage diseases, Margosha variety (variety Nantskaya /Berlicum) with a stable yield at least 100 t/ha, high environmental resistance; single- and double-seeded varieties of beets, Bordo odnosemyannaya, Lubava, Gaspadynya, with a marketability level of 95-98%, intensely colored pulp without clearly defined rings; Japanese Geisha and Snegurochka turnips with edible leaves and juicy tender root pulp and ultra-ripe forms of Sapfir, Biryuza and Selekta for flow hydroponics; precocious varieties of radish Aria, Sonata, Mif and Mavr resistant to shooting and with a high ascorbic acid content.
