Current state of the vegetable root crop market in the Russian Federation and ways to solve the problem of food security

Relevance and methods. Among vegetable crops, root crops are particularly popular among the population both in the Russian Federation and abroad: carrots, beetroot, radish, turnips and parsnips, which are sources of various vitamins. A significant share in the structure of production and acreage is occupied by carrot and beetroot. According to FAOSTAT data, in 2018, the Russian Federation produced 1508 thousand tons of carrot and 837 thousand tons of beetroot, which is 60 and 30%, respectively, of the existing needs, even the import of these products does not fully meet them. Based on the strategy of food security, in order to increase the population's supply with domestic products, it is necessary not only to increase the acreage, but also to quickly introduce F1 varieties and hybrids of domestic selection that meet the requirements of industrial technologies.Results. Given these requirements, breeders, FSBSI Federal Scientific Vegetable Center, using classical and modern methods to accelerate the breeding process, developed varieties and hybrids table root crops. Carrot F1 Nadezda (variety Nantes), F1 Rif (variety Shantane) with a yield of more than 90 t/ha, high uniformity, safety 95-98%, group resistance to diseases storage, Margosha variety (variety Nantes/Berlicum) with a stable yield at least 100 t/ha, high environmental resistance; single- and double-seeded varieties of beets, Bordo odnosemyannaya, Lubava, Gaspadynya, with a marketability level of 95-98%, intensely colored pulp without clearly defined rings; Japanese Geisha and snow maiden turnips with edible leaves and juicy tender root pulp and ultra-ripe forms of Sapfir, Biryuza and Selecta for flow hydroponics; precocious varieties of radish Aria, Sonata, myth and moor resistant to stalk and high ascorbic acid content.

Relevance and methods. The structure of the food market is represented by various types of products, of which the largest share is in the fruit and vegetable sector. Given the tense political situation in the world and the establishment of barriers in foreign trade, agriculture is a strategically important sector of the Russian economy. Today, the fruit and vegetable branch of the Russian economy does not fully satisfy the population’s needs for fruits and vegetables. This is evidenced by the fact that the domestic market does not provide the population with high-quality vegetables and fruits, creates favorable conditions for filling it with foreign goods, which make up about 35% of the consumer basket of Russians. All this leads to the need for additional analysis to identify trends in the Russian market of fruits and vegetables and identify priority areas for its development. The purpose of the article is to identify the features of the functioning of the fruit and vegetable market in Russia. The study was based on statistics from the customs authorities of the Russian Federation on the import and export of fruits and vegetables, as well as the Federal State Statistics Service on production, consumption of fruits and vegetables in Russia. The article discusses the features of the functioning of the fruit and vegetable market in Russia. The key factors that influence the development of the market of fruits and vegetables at the present stage are determined.Results. As a result of analysis of the state of the market of fruits and vegetables in Russia in 2011-2020. it can be stated that the fruit and vegetable market is experiencing difficult times due to the sanctions policy of the EU and the USA and the low level of material, technical and logistics base in Russia. The advantages of the market of fruits and vegetables during the period of antiRussian sanctions are reflected. Groups of problems of functioning of the market of fruits and vegetables are revealed. Based on the identified problems of the fruit and vegetable market, methods for solving them are proposed based on the best practices of the European Union. The article focuses on the development of the market for fruits and vegetables in Russia. The proposed solutions and development directions are substantiated by specific figures of economic efficiency.

The article describes the main aspects of regulating the import of vegetables to Russia, the statistical data allow to make conclusion about the current state of the import substitution of vegetable products, the examples allow to assess the economic and political situation in Russia and in countries directly related to trade and other relations with Russia. Also partially affected the overall situation of export of vegetable products, perspectives and possible problems in this direction. Presents issues to consider allow closer approach to the solution of the main strategic problems of the country – the full import substitution of Russian product. The problem in this area is impossible to solve. Russian manufacturers that make quality products that do not have sufficient capacity to provide the whole of Russia. In addition, the Russian agricultural sector has a serious dependence on foreign high-tech solutions. Thus, measures of tariff and non-tariff regulation is required to affect the import of vegetables.

Contribution of cultivar in a harvest formation is approximately 70%. State registered list of Russian Federation includes about 9 thousand cultivars and hybrids of vegetable crops and cucurbits belonging to 117 species, 55-60% from cultivars was created by Russian breeders. The features of Russian assortment: large genetic biodiversity of cultivars and hybrids in duration of period of vegetation, resistance to biotic and abiotic stressors; existence of cultivars with very large areal; high part of individual sector in a structure of space and gross (from 50-60 till 75- 85%). The crops that are insufficient objects of Russian breeding have been shown and they need to use import cultivars. In the article the most important breeding directions have been noted: on earliness, resistance to insects and diseases, adaptiveness, high nutritive quality, breeding of energetic effective cultivars, on heterosis, importance of quick reaction on market demands have been shown. For creation of import substituted cultivars they need to use of VIR worldwide collection of vegetable crops and cucurbits that consists of more than 52 thousand accessions. It includes about 30% landraces, 45-50% – modern cultivars and hybrids, 3-5% –primitive forms and wild species, and also hybrid populations, inbred and mutant lines, double haploid lines, accessions with identified genes and chromosome loci, controlling valuable traits. The problems of seed production in Russia and ways of their decision have been reflected: state economic support and state control, use of ecological factors in seed production.

Relevance. The article analyzes the indicators of white cabbage production in Russia (by districts, subjects of the federation and categories of farms).Methodology. The object of research is the market for the production of white cabbage. The subject of the study is the current state of white cabbage production. The information base of the study was made up of data from FAO, official state statistics, the Federal Customs Service, the Ministry of Agriculture of the Russian Federation, the Ministry of Finance of the Russian Federation, Parliamentary hearings of the State Duma Committee on Agrarian Issues, the Eurasian Economic Union, the Eurasian Economic Commission, operational online messages of federal and regional levels, materials of periodicals, scientific seminars, conferences, symposiums, reflecting various aspects of the problem under study.Results. In the industrial sector of vegetable growing, the acreage of cabbage of all types in 2021, in relation to 2020, decreased by 15.8%. Over the past ten years, there has been a decrease in acreage and gross cabbage harvest in farms of all categories. There are a number of systemic problems in Russian vegetable growing that limit the increase in vegetable production and negatively affect its effectiveness: weak technical and material equipment of a significant part of farms engaged in vegetable production, outdated technical base, insufficient provision of crops with seeds of domestic production. One of the leading roles in the implementation of the policy of food security and national independence is played by the selection and seed production of white cabbage. Sanctions make it possible to carry out import substitution of varieties and hybrids of white cabbage. To date, the main task is to abandon the import of seeds of foreign selection, and therefore it is important to focus on creating new hybrids that will be of high quality, good yield, as well as resistance to diseases and pests. Modern hybrids of breeding FGBNU FNTSO and Agrofirm "Poisk" according to the results of testing in leading agricultural organizations fully meet the requirements of the market and can take a worthy place in the fields in the Russian Federation.

The 4th All-Russian Scientific and Practical Conference "Innovative technologies in the field of genetics, breeding, seed production and reproduction of plants" was held in the Nikitsky Botanical Garden on September 3-10, 2017 with the support of the Russian Academy of Sciences, the Ministry of Science and Higher Education, the Ministry of Agriculture. Over 330 scientists attended the forum from regions of Russia and foreign countries. According to the results of the conference, a resolution was adopted on the future development of domestic seed production with a view to import substitution in the crop sector.

Relevance. Innovations in modern greenhouse complexes necessitate the creation of new technological cucumber hybrids for them, an important component of which is their comprehensive assessment in production conditions.Materials and methods. In 2023, experiments were conducted in the Krymsk (Krasnodar Territory) SC “Gavrish” with 9 new parthenocarpic hybrids of cucumber F1 smooth type in 2 repetitions of 10 plants each. Hybrids were grown in a winter greenhouse under light culture conditions in winter-spring and summer-autumn rotations. The technology of growing the crop is maintained in accordance with the requirements adopted in the V light zone. The assessment of economically valuable features was carried out according to generally accepted methods.Results. The early and total yields, marketability of the grown hybrids in two crop rotations, the degree of their resistance to real powdery mildew and adaptability of cultivation in crop rotations have been established. A comparative assessment of the potential of new hybrids with the generally accepted F1 analogue of Meva in the region has been carried out.Conclusions. The new parthenocarpic smooth-fruited cucumber hybrids of GC “Gavrish” F1 Metreng, Model 4560/19, Model 166/20 can act as an import substitution.

The tomato culture is the leader in terms of cultivation area and production volume among food products of plant origin. Fruits contain a variety of minerals, sugars, fats, vitamins.The goal of the study and study of economic characteristics: yield, marketability, average weight of fruits, weight of 1000 pieces. seeds and seed productivity of tomato varieties of two varieties, created by Astrakhan breeders and the use of the results obtained in planning seed production and the development of sale and purchase prices for varietal seeds to provide large farms, summer residents and owners of private farms with domestic seeds for the purpose of import substitution and suitable for various uses.Methods. The experiments were carried out in the fields of Precaspian agrarian federal scientific center of the Russian academy of sciences according to well-known methods. Studied 9 salad and 7 for mechanized harvesting varieties of tomato.Results. The article presents the results of studying the economic qualities and seed productivity of tomato varieties of two types, differing in shape, size, weight, fruit color and directions of use. The first group includes large-fruited salad varieties with non-cracking fruits, which are well stored and transported in brown maturity with an average fruit weight of 100-200 g or more. The second group – with plumshaped and elongated fruits, the average weight of which is 75-100 g, very dense, characterized by suitability for long-term transportation, and in terms of strength they are not inferior to foreign varieties and hybrids. The shape and weight of fruits of varieties of both groups are different, the yield and marketability of varieties is quite high, but the weight of 1000 seeds and seed productivity does not depend on these indicators, but is individual for each variety.

The article discusses the issues of import substitution in the market of agricultural products and resources for their production in Russian Federation, ensuring the country's food security. Research results show that since 2014, when the active import substitution policy began, there have been significant changes in the agri-food trade, characterized by a decline in imports and an increase in exports. However, in different product segments of the market the speed of these changes varies. Despite ensuring the country's food independence for most types of agricultural products, the dependence on the import of resources for its production remains significant. At the same time, the demand for agricultural products remains under pressure from declining household income, as well as a significant income differentiation. In this regard, suggestions were made for making adjustments to the doctrine of food security, primarily in terms of assessing the economic affordability of food. Also, an assessment was made of the changes made to the state program for the development of agriculture in conjunction with the strategic objectives of the development of the Russian Federation defined for the period up to 2024. The need to ensure consistency between the tasks assigned to the agro-industrial complex to achieve the country's food security, increasing the export potential of the domestic agri-food products and resources allocated for development, was noted.

The aim of the present investigation was development of an efficient technology for obtaining powders from fresh broccoli; determination of the possibility of using domestic production of broccoli as an import-substituting product; development of regulatory documentation for broccoli powders for the food industry. The research was carried out jointly with the representatives of the Federal Scientific cen-ter of vegetable production on an experimental basis in 2016. The domestic Tonus variety of broccoli (Federal Scientific center of vegetable production) and the Maraton F1 hybrid (France), differing in appearance, vegetative period, biochemical and physical characteristics were chosen. Technology of broccoli powder production from domestic and imported products was developed using two methods of drying convection and lyophilization. The gentle drying conditions of broccoli freeze drying compared to convective drying technology provided higher content of both vitamin C and polyphenols in the final powder. Comparative studies of organoleptic and physico-chemical properties of powders obtained from domestic and imported broccoli demonstrated close quality parameters, indicating the possibility of effective domestic broccoli utilization and import substitution. For the first time in the Russian Federation, the "Organization Standard" was developed for regulation of the quality parameters of broccoli powders intended for use in the food industry.
