Results are given of studying the ways to solve water problems by means of improving the water management system in Ukraine's agro-industrial complex and in other sectors of economy. It is stated that solving the problems of locating the productive forces must be based on the ecological assessment of the technogenic influence on the natural resources. Nowadays there is no complex approach to the water management system. There is no unity between a forecasting assessment of the agricultural production and water resources systems. Solving the problems should be based on the use of an economic mechanism, as well as ecological and economical frameworks that make it possible to improve water conservation structures and to take into account the peculiarities of the natural and economic territories

Analysis of Ukraine's sugar beet sub-complex is given. At present sugar beet growing and sugar production are estimated as unprofitable. The necessity of reviving the industry is claimed. The ways out of the crisis for stabilizing the sugar beet industry are suggested. The experience of an enterprise, UkrIntertsukor JV, functioning under market conditions with high indices is elucidated. Establishing links between agriculture, food, processing branches and servicing them branches are to be provided. This line of development should be regarded as that of the first priority. One more strategic line is use of effective forms of economic management. The sugar market should be established. Fixing the uniform prices for sugar is envisaged. Agricultural producers are to be supported through mechanisms of the financial system, taxation, investment and amortization policies. The state should support domestic producers in the exports of Ukrainian sugar to Russia's and CIS countries' markets

In Ukraine transition to market economy has revealed trends toward merging the state finances with the credit system thus witnessing on the new fenomena in the finance and credit sphere which are to be scientifically evaluated. It is believed that at the up-to-date etap of Ukraine's economic development finance and monetary-credit policies are to be built so as to show the way in which economy could be led out of the crisis with the help of monetary-credit tools ensuring less losses. The main line is overcoming the inflation by means of using limiting emisson volumes and budget deficit. Non-payment crisis brought to slowing down of money turnover in the national economy, freezing assets in the form of late indebtedness. In Ukraine there is a need in reviving the agro-indstrial complex which should acquire its new qualitative traits that are to meet market economy's requirements. For reviving the agriculture a complex of economic, juridical and legal, organizational, scientific and technical levers is to be applied. The most important are as follows: stimulating demand by means of activating investment activities and providing stability of the national currency; creating prerequisites for transiting from extensive to mostly intensive type of development of agro-industrial production on the basis of private business; decreasing in the disparity of prices through establishing a principally new mechanism of agro-industrial integration of AIC's secondary and tertiary spheres enterprises and restricting monopolism of primary sphere enterprises. All the three levers should be launched simultaneously, complex and without time breaks. As suggested, violation of the requirement won't give a positive effect and can bring to deterioration of the social and economic situation in the AIC and the state as a whole
