Sources and Mass Flows of Xenobiotics in Urban Water Cycles--an Overview on Current Knowledge and Data Gaps

In this study, several emerging compounds of concern in waste water are identified and discussed in relation to data available on their sources and mass flows in urban waters. In most western European situations, the highest contributions to the mass flow of xenobiotics to the urban water cycle stems from household and services applications (e.g. personal care compounds, pharmaceuticals, steroid hormones, flame retardants, fluorinated detergents etc.) as well as building and constructing environments (e.g. flame retardants, plasticizers, UV-blockers and biocides). The contribution from industrial point sources such as incineration industries e.g. coal, tar, steel and gas production (such as PAHs, PCBs, dioxins, etc.) and chemical industries are decreasing in relevance in terms of input and are hence currently of more local relevance only. In relation to identified compounds, this paper considers current data availability and its use in a range of management strategies for the mitigation or controlling of xenobiotics 'at source'. However it also identifies major knowledge gaps relating to the behaviour and fate of organic pollutants in various sectors of the urban water cycle including stormwater management, bank- and soil infiltration as well as underground and soil passage of polluted waters. It is also discussing the major sources of a range of current day urban pollutants. The paper considers the sources of emerging pollutants in a qualitative way.

Rice fields represent important production rates in Portugal. However, the intensive soil management and the exploitation of agrochemicals may pose a threat to nontarget organisms. Hence, the present work regards the toxicity screening of surface waters and sediment elutriates collected during the drainage of fields in the vicinity of a rice paddy (Quinta do Seminário, Soure, Portugal): 1. in River Pranto (RP), the river from which the field irrigation water is canalized; 2. inside the rice paddy, from the main drainage channel - Vala de Enxugo (VE). For that purpose, it was used a combination of physico-chemical analyses and bioassays with two green algae species - Pseudokirchneriella subcapitata and Chlorella vulgaris. The chemical screening showed an apparent absence of xenobiotics in sediment samples, while no pesticides were found within the chemical contaminants detected in water samples. The nutrient load reflected low levels of inorganic contamination. Bioassays revealed that P. subcapitata was more sensitive to the overall physico-chemical conditions in natural samples than C. vulgaris, being its growth inhibited under water samples from both sites. On a whole, water samples, mainly those from the main irrigation/drainage channel of the rice fields (VE), were more deleterious to microalgae than those from RP or any of the elutriates.

Recent European environmental legislation (the Water Framework Directive, the Environmental Liability Directive, and the REACH Regulation) should provide better protection of terrestrial water bodies but their focus is on the more conspicuous pollutants, as opposed to the large number of xenobiotic micro-pollutants that are increasingly being detected in the urban water cycle. The development of Drinking Water Safety Plans (DWSPs), as promoted by the World Health Organization, utilises a proactive risk assessment--risk management approach that necessarily should include micro-pollutants, although currently in the UK micro-pollutants have largely been ignored. The generic assessment of the risks posed by micro-pollutants is proposed and will require a consensus on analytical screening methods, sampling points and frequencies, and a method for prioritising concern, and would enable DWSPs to take fuller account of the risks posed.
