The study summarises the theoretical and legal aspects of the main types of area payments in Latvia. From the point of view of theoretical and legal arrangements, the area payments may be broken down in two large groups: direct payments and area payments foreseen under Rural Development Programs. The legal package regulating Area Payments consists of the EU regulatory enactments (Council or Commission Regulations) and regulatory enactments of Latvia (Laws and the Cabinet (MK) Regulations). The institutional implementation system of each group of Area Payments is relevant and distinct. The present study analyses 11 different types of Area Payments. Over the period 2004 - 2007, farmers have received LVL 430 million in different Area Payments constituting 58.5% of the total amount of support.

Credit is an important impellent of economics and promoter of welfare that is the reason why government politics supported credit accessibility to legal and physical persons, which has led to the delayed payments in every business sector. The amounts of crediting in late years has sharply risen, wherewith increases the amount of inhabitants and enterprises, who can't repay their civil liability commitment. It is important to recover commitments to get finance for other investments. The amount of debt recovery is rising in Latvia peripheral economical breakdown that proves demonstrated information in the article about the situation at present. Only in year 2008 banks slacked the speed of lending, but amount of debt recovery is just rising. There was not all civil liability commitment entered that has appeared to legal and physical persons in Latvia, in Register of Debtors. Now when the Credit Register has come to the operation, the situation is clearer than it was before. One of the ways for creditors to return their funds is through court. Between years 2003 and 2008 approximately 11% of plaintiff actions have been satisfied already in court, terminating them. 61% of plaintiff actions have been satisfied with judgment of court. Take a note, that requirements in debt recovery change, as well as the interpretation of the laws and regulations. Whereby the debt collectors change contract regulations unhesitatingly provide positive result in courts.

Appropriate resources, availability of infrastructure, economic significance and food market forecasts determine the rationale for development of the dairy sector in the Baltic States. The sector is faced by significant economic problems; inter alia, production structure fragmentation, lack of investments and low labour productivity. Several sector's problems can be directly or indirectly solved by integration. Competition legal acts setting strict penalties directly and widely apply to integration processes, imposing a high level of legal risks on integrating parties. Thus, competition legislation forms a central framework limiting and guiding integration. As the subject has not been explored earlier, the author researched the Baltic dairy sector integration options at primary and secondary levels as influenced by the EU and Baltic national competition legislation and its implementation practice. Abstract-logical, monographic and interview methods have been used. The author concludes that law-compliant cross-border integration opportunities for the Baltic dairy sector exist to form larger integrated undertakings with higher market power. Reference to market shares in the competition legislation in countries with lower aggregate crude milk market sales puts the dairy sector participants at a disadvantage in case of integration processes resulting in smaller absolute size of the allowable integrated undertaking. Integration by agreements, decisions and concerted practices is appropriate for national level arrangements but is with limited applicability in the Baltic states cross-border integration at both levels of the dairy sector. In case of concentration, integration may be used to create cross-border integrated structures increasing concentration at every level of the Baltic dairy sector.

Social entrepreneurship plays an increasing role in society. It is evidenced not only by the inclusion of a section on social entrepreneurship in the Europe 2020 strategy but also by the engagement of European countries in making legal documents on social entrepreneurship as well as designing support programmes in order to help entrepreneurs to start up a social entrepreneurship business. The research aim is to characterise the legal aspects of social entrepreneurship and support instruments for the promotion of social entrepreneurship in the Baltic States. In order to achieve the aim, the research analysed legal acts and strategic policy documents regulating social entrepreneurship in Latvia as well as analysed the legal framework for social entrepreneurship in Lithuania. To do the analysis, the research examined the kinds of support for starting up a social entrepreneurship business in the Baltic States. The research has found that no uniform definition of social entrepreneurship is available in Europe, which does not result in a unanimous opinion on what a social enterprise should be. In the Baltic States, the Social Enterprise Law has been passed in Latvia and Lithuania; besides, the laws mainly focus on the integration of target groups into society, addressing no other essential problems that could be solved by means of social entrepreneurship, e.g. environmental protection.

Currently public services become more and more significant in procurement of daily activities of each inhabitant and the entire society. Therefore optimal solutions of the regulatory issues are the topic of the day. Objective of the article is to analyse regulatory systems of the provision of water and waste water utilities in Latvia and in other countries, to draw conclusions derived from the analyses and put forward suggestions for the choice of the most appropriate regulatory system in the local governments of Latvia. The hypotheses advanced in the study have proved that each country may use its own discretion when selecting the regulatory system for water and waste water utilities.

The research work of current paper is dedicated to the problems that appear in resource attraction processes of the Cohesion Fund (CF) in Latvia. Latvia has an access to branches of financing covered by CF - transport and environment. These branches require harmonized legislation. Successful administrating is assured by effective institutional system. The weaknesses of CF management system in Latvia are figured out so rendering ideas to the reader to be studied further.

The paper presents the comparative analysis of the Kaunas city landscape change during the period between 2010 and 2015. For this analysis, the land fund statistics of the Republic of Lithuania, which had been grouped into a relatively natural and anthropogenic landscape, were used. Landscape change is graphically shown in the figures. Lithuanian and foreign scientific literature and legal acts as well as planning documents were analysed for the fulfilment of the work. The Kaunas city landscape analysis of the current situation was done. During the analysis the Kaunas city statistics were compared with the data of Kaunas County and the Republic of Lithuania. The analysis showed that during the analysed period the Kaunas city natural landscape area relatively increased by 1115.34 ha or 20.42 percent. The largest part of relatively natural landscape consisted of forests – 51.12 percent. During the period between 2010 and 2015, the anthropogenic environmental area increased by 47.33 hectares (2.80 percent.). In the period between the years 2010 and 2015, the Kaunas city anthropogenic landscape decreased by 1.189.41 hectares or 12.23 percent. This phenomenon was affected by the decrease of built-up areas of 1,233.36 hectares, or 14.10 percent. Built-up areas cover the largest part of the Kaunas city anthropogenic landscape – 88.09 percent. The analysis of the planning documents showed that after their implementation the built-up areas would increase, the aesthetic image of recreational environment would improve, the environmental condition would become of a higher quality.
