Systemic view on tourism as an economic activity is the best way how to characterise an economic nature of this industry. The paper presents the methodology which integrates the system approach and other research methods of social sciences; this methodology forms the basis for identification of social agents and models of tourism system. The methodology is approbated in the survey of providers of rural tourism services in Zemgale planning region. The research results are useful in future application of models for development of tourism whereas the models are useful for other purposes: they can provide additional information necessary for evaluation of tourism influence on economy. They form a basis for detecting participants in tourism clusters in regions and for evaluation of cooperation between social agents of public, nongovernmental and private sectors, and as an instrument in tourism marketing strategies.

The scientific literature does not contain any single classification of management style. When dividing management styles into the classic and the new, the changes towards the nature of manager’s exposure to employees are taken into account. When analysing the structure of manager’s style, it is necessary to take into consideration the key factors: the conditions shaping management style, the opportunities for the manager to change and improve it purposefully. The efficiency of manager’s behaviour, together with the choice of management style, resulted in various objective and subjective factors. Objective factors include the factors which cannot (or very little) be affected by the environment. Subjective factors depend only on personal qualities which can be developed and improved. This article deals with objective and subjective factors shaping management style of a manager. The results of the empirical study on the structure of management styles of Kaunas district non-governmental organisations (hereinafter referred to as NGOs) have been presented, as well as the most significant advantages and disadvantages of objective and subjective factors shaping management style. Based on the data of the theoretical analysis and empirical study, improvement directions of the problematic factors of NGOs management styles have been identified and substantiated, taking into consideration the elimination of management style drawbacks.

The paper aims at analyzing the development of non-governmental organizations (NGOs) active in the field of culture, arts and the protection of cultural and national heritage, and their importance in shaping the cultural functions of rural areas of Poland in the context of their multifunctional development. The research has been conducted in the Kujawsko-Pomorskie voivodship. The data have been obtained from the foundations and associations database published by the Stowarzyszenie Klon/Jawor (the Klon/Jawor Association), from the statistical data published by the Central Statistical Office in Poland, and from the webpages of the analyzed organizations. The information on the NGOs as well as on the cultural institutions located in the rural areas of the Kujawsko-Pomorskie voivodship has been compared. It turns out that the development of the NGOs in rural areas of the Kujawsko-Pomorskie voivodship tends to have constant growth dynamics and that the presence of these organizations significantly increases the accessibility of cultural sector to residents and contributes to economic diversification. NGOs supporting the cultural sector have been developing only since 2000. Therefore, it can be assumed that the existing NGOs network is in its initial stage, but we may expect it will continue to develop. The NGOs are located mainly in urbanized and environmentally valuable areas. Considering the decreasing number of libraries and the types of initiatives undertaken by NGOs in the rural areas of the Kujawsko-Pomorskie voivodship we should state that the emerging NGOs can remedy current deficiencies and provide rural residents with access to culture.

Public participation is needed for nongovernmental organisations (NGO) to function and exist, as the public plays the role of investors by supporting the NGOs financially and thereby providing a quorum needed for the organisation to operate and make decisions. NGOs provide services for defending public interests, and the NGOs members carefully assess their gains from involvement or participation continuation in public organisations, just as if choosing a good or service for consumption. The level of society activity in NGOs sector is low in Latvia comparing with the Western world. To increase it, it is required to contribute to the public’s trust and NGOs transparency. Organisational performance analysis is one of the ways how to provide members with information on performance and funding use, as the members of NGOs wish to be sure that their membership fees and other financial support are effectively used to achieve their goals and defend the interests of their members. The research aims to analyse financial analysis methods used in the NGO sector. The research tasks were set: 1) to analyse the substance of financial analysis of NGO, and 2) to identify shortcomings for a comprehensive analysis of NGO. The research has found that as public participation in NGOs increases, it becomes increasingly important to provide financial transparency in the NGO sector in order to contribute to the public’s trust in the NGOs and make it possible to verify the consistency of funding use with the organisation’s goals and performance.

The scientific article is prepared using monographic research method. The most important works by several scientists are examined. The author analyses guidelines for strengthening of civil society within Decree of 2005 by the Cabinet of Latvia; previous research on social capital in scientists' works is considered and indicators regarding economics of Latvia are characterized; formal and informal social networks and their norms are cleared. Importance of civil society is suggested by the Cabinet Decree No. 98 Guidelines of Strengthening Policy for Civil Society in 2005. The guidelines and directions for strengthening of civil society for the ten years describe actuality of this program. This theme is less researched in Latvia. Civil society promotes democracy, increases and mobilizes social capital, coordinating collaboration of citizens for common benefit. Civil society in Latvia is in its initial position. The concept of social capital by different foreign scientists and Latvian specialists is analysed in this article. American scientist R. Putnam (1995) has written about social capital that human capital regards individuals but social capital regards relationships among individuals as well as social networks and exchange norms. Another researcher F. Fukuyama (1995) analyses social capital by comparison of economical development of different peoples and nations. Research by several scientists on indicators of social capital and their use in economics of Latvia are analysed in the work. The author concludes that social capital of Latvia has tendency to develop, and social networks and their expansion is little explored in Latvia.

This article deals with conception and particularity of management process and functions of non-governmental organisations (hereinafter referred to as NGO), as well as peculiarities of management functions of NGO. Empirical research results of implementation of NGO management functions in Kaunas District have been presented, the major advantages and disadvantages of implementation of NGO management functions in Kaunas District have been pointed out. With reference to the data of theoretical analysis and empirical research, the directions towards development of problematic areas of NGO management functions have been indicated and justified, highlighting the elimination of drawbacks to the implementation of management functions.
