Motivation tools for employees in regional municipal administrations of Lithuania

This article analyses the advantages of applicable measures of motivation, taking into consideration the internal environment of an organization as a whole and focuses on the impact of internal environmental factors upon the results of the organization. The paper is based on the survey results obtained by inquiring, municipal administration employees in Lithuanian districts in February-June 2010. The goal of the research was to propose and justify theoretical components for the motivation model of municipal administration employees. The major integrated groups of motivation measures that are the most influential to the factors of internal environment as the main results of research were identified. The authors focus on the positional adjustment of the combinations of motivation measures, in order to improve the motivation of municipal administration employees.

Recreation services are the forests’ non-market goods which constitute a substantial part of the total economic value and are important for the choice of multi-functional forest policies. However recreational services do not always have a market price and comparatively less literature applies value orientations to examine issues concerned with recreational use of natural resources. This research reports on the findings of the comprehensive, national-level study about the contribution of forest recreational services to Latvia’s national economy in 2009 and about the respondents’ declared choices, travel costs and willingness to contribute some money for improvement of amenities in a forest. Two general information sources were used to obtain the information - available statistical data and the contingent valuation survey to estimate the respondents’ choices and habits for recreation activities in the forests. Results show that forest recreation is very popular and highly valued in Latvia. The statistical analysis confirms that the significant differences exist between varied respondents’ socioeconomic groups in their objectives, choices and preferences to use the forest recreational services.

Agriculture not only supplies food and fibre to the society, but also provides other services, which are not revealed in the market prices. The role of agricultural activities is essential in forming and improving the landscape, in particular, for Lithuanian case study. Therefore, the paper focuses on development of the framework for estimation of consumers’ willingness to pay for agricultural landscape improvements. The objectives of this paper are to present construction of the estimation framework for eliciting willingness to pay (WTP) for non- market agricultural landscape goods through choice experiments (CE) in Lithuania; then, to show the results of framework pre-test, and identify applicability of the framework designed. CE is a survey-based method implying creation of repetitive choice situations about alternatives of agri-environmental schemes for revealing how inhabitants of Lithuania value public goods from agricultural landscape (scenic views, variety of flora and fauna species, recreational infrastructure and services, the objects of cultural heritage), enabling to estimate Lithuanian residents’ WTP and the demand for improvements of agricultural landscape. The results of the pilot survey have shown that the questionnaire was comprehensible and interesting to the respondents, revealing that the valuation of agricultural landscape is in demand by the society. The results of modelling, applying conditional logit, have shown a good model fit, allowing the usage of the estimation framework for the main survey and an estimation of consumers’ willingness to pay for public goods/improvements from agricultural landscape.

The article deals with the implementation of the LEADER programme in Poland. The aim of the paper was to present the influence of the LEADER programme 2007 – 2013 on rural areas development taking into account its objectives. This topic is current in the context of the Rural Development Programme 2007 – 2013 evaluation and search for effective tools for supporting rural areas. The results of research conducted in 2016 among residents and local action groups are presented. Firstly, the LEADER programme had little impact on the possibility of finding work outside the agriculture. Secondly, the realized projects have contributed to the improvement of the quality of life of the residents in rural areas, especially when it comes to meeting the needs of tourism and leisure. The programme was of great importance in underpinning social capital in the countryside, especially its behavioural and bonding dimension. It is very significant taking into account the low level of social capital in rural areas in Poland. An overall level of activity of rural residents and other entities increased, so as the propensity to engage in joint initiatives and the level of trust. The observed effects of the LEADER programme may in the future contribute significantly to the endogenous development of rural areas.

Forests offer a wide variety of ecosystem services, including cultural or recreational services. In that sense, state-owned forest lands hold the biggest responsibility to acknowledge and provide these services, where it is economically and ecologically viable. Suitability analysis has been extensively used to provide information on species conservation measures, and it is possible to apply similar techniques for potential supply of recreational services. A simple weighted overlay analysis was conducted to locate forest land areas most suitable for potential recreational activities. Several criteria were selected for the analysis, including forest stand parameters such as forest stand age, forest stand type and species, topographical diversity and remoteness. Basis for the weighting of the selected criteria were obtained from the social surveys, previous research work done in Latvia and the Baltics, and European scale scientific data on recreation preferences. The analysis showed that 20% of the total model area analysed provide substantially high recreation potential. Furthermore, these preliminary data can be used for surveying and facilitating community involvement processes. Local tourism and nature leisure activities can be promoted by exploring possibilities of alternative forestry planning options, utilizing such multifunctional assessments of recreational supply.
