Study urban system of new provinces in Iran by spatial planning approach, case study: Qom

Balancing in territories settlements, especially in the urban systems, is important for spatial planning. According to studies carried out in a non-equilibrium state of the urban system and the primacy phenomenon is evident at national and regional levels in Iran. The purpose of this paper is to explore the urban hierarchy of Qom province, especially in the course of time. This study, is descriptive and analytical method and developmental research by purpose. Documentary methods have been used for data collection. In order to analyze the urban system has been used many indicators (primacy, two city, Mehta, Moomaw&Alwosabi, Kinsburg, scattering coefficient, Herfindahl, Shannon entropy, size- rank and improved size-rank). The results show province of Qom has 6 city that all cities don’t have record high urbanization except the city of Qom. Also, all indicators show that the city of Qom has the strongest urban prime rate, concentration and imbalance. Even become the province of Qom and the formation of new urban areas couldn't reduce imbalances.

The process of proposing solutions to solve the problems of the capital, after undergoing different stages has reached to the law of feasibility study of transmission of the political center of the country and reorganization and decentralization of Tehran. The aim of this study is to address Article one of this law, and offering reorganization and decentralization pattern. The research method is descriptive and analytical and it is an applied research. Data collection was conducted by documents, and survey research. The results suggest that we should discard the first part of this law and replace it with the reorganization and decentralization solutions. Also the results indicate that items including lack of strict enforcement of existing laws, point-wise look to Tehran and not considering the urban area as a whole, lack of attention to the problematic aspects of centralization (economic aspects), lack of simultaneous development of organization and decentralization policies have all weakened the organization and decentralization policies to some extent. In this regard, the list of strategies were derived from literature review extracted and were screened using the Delphi method. Finally, 30 key strategies in the template of reorganization and decentralization pattern of Tehran was approved by Delphi panel members.

Decentralization is the strategy which democratizes of the political system and accelerating to achieve sustainable development, which currently has made the executive government circles become a hot issue. Despite the focused concentration of power and decision-making at the center or top-level officials, decentralization make this possibility to deal with low levels issues and problems of they own directly. Thus, this paper uses the method of descriptive - analytic and with a library collection - documents to review tackles decentralization and define the decentralization policy in Iran before and after the revolution program. Evaluation results show that in spite of decentralization policyIn most cases, development programs, unfortunately, these programs have not been successful and convergence has intensified in Tehran. Reality still shows the focus of activities, services and decision-making centers in Tehran. So the solution is to reduce the concentration of political power - administrative and decision-making and management of the local administration and management of provincial to provide the main way to deal with the approach of decentralization and reform of the governance structure and the reduced concentration of Tehran and the development of developing countries, decentralization

Many plans, programs and techniques of town and country planning has been used in an irregular and dispersed manner from the beginning of human apparition civilization up to modern times, without citing this concept. But based on the most specialists, the France was the first country which founded the scientific and academic paradigm of town and country planning in the world. Study and analysis of 50 years experiences in France can help efficiently the countries which are still at the beginning of this way or the countries that are in the very first stages. The main purpose of this article is to review and analyze the historical trend of the evaluations of town and country planning in France. In this research we have used historical case study method to describe and analyze the general status, plans, policies and programs that have been used up to now. The data has been collected by using different sources like official reports of DATAR in France and other books and articles in this area. At the end, based on a comparative study, we will try to give some suggestions for developing the town and country planning in Iran.
