Assessment of spatial vulnerability infrastructures in Yazd province, with passive defense approach

Nowadays, infrastructures play a significant role in the safety process in ordinary times and during the crisis. From this point of view, maintaining the safety of infrastructure against threats would be a security priority for any country; therefore, understanding current situation and vulnerability of infrastructures in a regional scale can be used as an efficient mechanism to formulate regional and national security strategies. This paper assesses the vulnerability of infrastructures with passive defense approach and analytical method, in Yazd province. The analysis of data and information collected were done with analytic network process model (ANP) and geographic information system (GIS) due to the interaction between infrastructures. The results showed that about 51 percent of province area is in the situation of high and very high vulnerability. The central part of the province, Yazd and Meybod, is the most vulnerable regions, because of their failure to comply with principles of passive defense, favorable environmental conditions, further concentration, centralization of infrastructure, and political, administrative, and geographical centrality.

The disasters of recent years indicate that communities and individuals are getting increasingly vulnerable and risks are progressively growing. Nonetheless, the need to reduce risks and vulnerabilities are often ignored up until the occurrence of disasters. In the study at hand, which was done based on the descriptive-analytical method, it was tried to examine and predict the vulnerability perspective of the areas located within District six of Ahvaz metropolis during a potential earthquake based on the main purpose of this study. The theoretical data of the study was collected through library research method. After the extraction of the related indices, the spatial analysis of each index was carried out through fuzzy Delphi method, IHWP vulnerability model, and GIS software analyses. The analysis of the findings illustrated that considering the first and second priorities of the crises management, 15.03 percent of all areas of the district under study are highly vulnerable to earthquake. That is to say, in case of a strong earthquake in the district, they will be vulnerable. The study concluded that the physical qualities of the building are as important as the factors such as land use, population density, and time of earthquake occurrence. These have all effective roles in the vulnerability rate and the rescue activities.

The vulnerability appraisal is one of the prerequisites of risk analysis in disaster management. Vulnerability to earthquake, especially in urban areas, has increased over years due to the existence of complex urban structures and rapid development. In order to take preemptive measures and reduce the damages of earthquake, the determination of vulnerable areas and implementation of necessary measures seem inevitable. Accordingly, the present study set out to examine the vulnerability of Tehran urban blocks via a location-base model. To attain this objective, first the criteria effective on the evaluation of earthquake vulnerability were divided into three groups, namely exposure, sensitivity, and adaptation capability (16 location criteria in general). Using the expert opinions and network analysis model, the importance of each of the criteria was determined. Fuzzy functions and ordered weighted averaging method were used to normalize the criteria map and develop vulnerability maps under various scenarios. Finally, the sensitivity analysis of the criteria was carried out. The results showed that vulnerable population density and average slope were the criteria with the most and least importance, respectively. The vulnerability maps demonstrated that the areas to the north of the area under study are in the vulnerable class under all scenarios. The stability and dependability of the output results were assessed using sensitivity analysis. The results indicated that changing the weight of the criteria does not have a significant effect on the model outputs, a finding that clearly proves the stability of the model.

Although Iran has a strategic position in the Middle East and there are threats of neighboring and non-neighboring countries, projects and economic infrastructures have been established without proper defensive considerations and are targets for enemy threats and other offensive actions. The present study is an applied and developmental research that aims to study and scrutinize the vulnerability of infrastructures in Ardabil province from the perspective of passive defense. Moreover, analytic network process (ANP) approach is used in GIS environment with elements of physical and biological environment, accessibility, and infrastructures in order to carry out the research. The results of spatial pattern analysis and vulnerability zoning show that the spatial distribution of infrastructure in Ardabil province is cluster type (non-dispersive) and in terms of vulnerability, 7% of Ardabil province is located in highly vulnerable areas which are themselves among the most densely populated places with high amounts of established infrastructures. This is due to poor physical indicators and lack of sufficient managerial, industrial, and military institutions in these areas of the Ardabil province.

The occurrence of natural and human disasters can create heavy casualties in cities and urban areas and such a critical issue makes it inevitable to pay a great deal of attention to the vulnerability and safety aspects of cities and the accessibility to the urban welfare standards from the perspective of passive defense. The geostrategic location of Koohdasht city in Iran and its vulnerability against medium risk earthquakes as well as the strategic defensive role of the city in western parts of the country highlights the vital importance of vulnerability against earthquakes in Koohdasht city. This is a descriptive analytical research with a theoretical- applied essence. In order to achieve to the objectives of the survey, the critical and sensitive uses were identified based on the existing references and the spatial data bank was extracted using Delphi method and based on a survey consisted of 20 pundits. On the other hand, the principle of adjacency was taken into account. Based on the effectiveness of various indicators the combined model of FAHP-GIS was utilized to design the location model and the final raster of the vulnerability of urban infrastructures was provided using Arc GIS software and Spatial Analysis tools through the application of fuzzy overlay functions. The results of the study indicated that about 68 percent of the city infrastructures by meeting the conditions of adjacency between 0.29-0.55 and the vulnerability in the range of 0.45-0.71 fell in the high vulnerability zone.

Evaluation of these and the threat, much reduces costs in the event of crisis and better life with safety and creates security for citizens. On this basis assessment of cities vulnerability during the battles and compile appropriate ways to reduce vulnerability and damages is essential. Therefore this study sought to assess and vulnerability zoning of Kerman city from the perspective of passive defense with an emphasis on land uses and vital infrastructures and possible threats city as well as three indicators of population density, quality of buildings and empty spaces. To achieve this objective the Delphi method and Analytical Hierarchy Process (AHP) is used. Also using the ArcGIS software and it's analyze, Vulnerability maps were developed. Finally, by combining the zoning map the vulnerability of vital infrastructures and population and physical indicators, the final zoning map vulnerabilities in Kerman is achieved. According to the plan a wide range of domestic and central city are as are vulnerable to high and medium. The most vulnerable areas is Zone 3 and Zone4 is the safest area of Kerman city.
