6360 Sayılı Büyükşehir Yasasının Kırsal Yaşama Olası Etkileri: Kocaeli Örneği Full text

2012 yılında yürürlüğe giren 6360 sayılı büyükşehir yasası ile büyükşehirlerde kır kent ayrımı gözetilmeyerek büyükşehir belediyelerinin hizmet götürme alanı il mülki sınırını kapsayacak şekilde genişletilmiştir. Böylece büyükşehir konumunda yer alan illerde tüzel kişiliğe sahip olan köy ve belde yerleşim yerlerinin tüzel kişilikleri kaldırılarak mahalleye dönüştürülmüştür. Durum böyle olunca bugüne kadar kentsel alana yönelik hizmet anlayışına sahip belediyelerin daha önce köy olan mahallelere belediye hizmetlerini götürmek, tarımsal alt yapı hizmetleri, hayvancılık yatırımları ve faaliyetlerini desteklemesi gibi yeni görev alanları ortaya çıkmıştır. Bu çalışma ile 6360 sayılı büyükşehir yasasının kırsal yaşama olası etkileri araştırılmıştır. Bu kapsamda Kocaeli ili Gölcük İlçesine bağlı Nüzhetiye köyü seçilmiştir. Yeni yasa ile artık Nüzhetiye mahallesi olan mahalle sakinlerine, yeni büyükşehir yasasından haberdar olup olmadıkları ve olumlu ya da olumsuz yönde etkilenip etkilenmedikleri sorulmuştur. Elde edilen bulgular ışığında önerilerde bulunulmuştur.

This study focuses on empowering women both in peri-urban and rural areas through mushroom production. It was conducted in Kampala Metropolitan area-Uganda, during October 2016. It focused on estimating profits, conducting benefit-cost analysis/ratio (BCR) and return on investment (ROI), finding reasons as to why women involved in the mushroom production and identifying the constraints of mushroom farming from the perspective of women as well as the possible solutions to the constraints. 29 women were interviewed face to face through the use of the questionnaires. The study revealed an average net profit of 3,464.28 US dollars, BCR of 3.84 and ROI of 2.84 per farm in a period of three months. Our study revealed that mushroom production is a profitable enterprise for women. The major reason for women to involve in mushroom was to earn income. However, a range of other reasons was given such as fast maturity of mushrooms, availability of market, healthy benefits of mushrooms, etc. were the most important reasons. The problems faced by women farmers were ranked from the most pressing problem to the least pressing problem in this order; Low market prices per kilogram of mushroom, scarcity of cotton during some seasons, poor quality mushroom spawn supplied to farmers by breeders, inadequate extension, and advisory services were the most observed problems among others. The suggested solutions were organizing farmers into groups or cooperatives in order to negotiate for better markets locally and abroad together with the help of government, researchers to carry out more research on the suitability of other substrates like bagasse other than relying on only cotton, ensuring that mushroom spawn breeders conform to the set standards of quality spawn production and re-equipping local extension workers with knowledge regarding mushroom production among others.

In this study, fatty acid composition, antioxidant activity, total phenolic compounds (TPC) and oxidative stability of cherry seed (SCO), sweet cherry seed (SCSO), mulberry seed (MSO) and plum seed oil (PSO) were determined. Oleic acid was determined as primary fatty acid (42.9-67.3%), and followed by linoleic acid (23.4-41.8%) for SCO, SCSO and PSO. Linoleic acid was determined as primary fatty acid in MSO. γ-tocopherol was determined the main and highest tocopherol isomers varied from 579.9 to 605 mg/kg oil in SCO, SCSO and PSO, whereas δ-tocopherol was determined main tocopherol isomer with 1354mg/kg oil value in MSO. Plum seed oil (PSO) was the highest antioxidant activity values in both 2,2-diphenyl-1-picrylhydrazyl (DPPH) and 2,2'-azino-bis-(3-ethylbenzthiazoline-6-sulfonic acid) (ABTS) assays. There was no significant differences in lipid hydroperoxide and TBARS (2-thiobarbituric acid-reactive substance) formation among SCO, SCSO and MSO. PSO had the highest induction period (15.1 h), followed by MSO (1.4 h), SCSO (1.5 h), SCO(1.3 h). PSO was oxidatively more stable than the other oil samples. This research shows that these waste seed oils have high antioxidant capacity and tocopherol content, so they could be used in food industry.

The main purposes of the study were to determine the attitude of farmers towards Thai Koi farming in a selected area of Mymensingh district. Attempt was also made to identify the problems faced by the farmers in Thai Koi farming. Data were obtained from randomly selected 70 Thai Koi farmers of Shaiod and Ahmedpur villages in Kheruajani Union under Muktagachha Upazila of Mamensingh district during April, 2015. Attitude of the farmers was measured in respect of different aspects of Thai koi production. A three-point rating scale was used to indicate the Thai koi farmers’ response against each statement. The possible score for each respondent could range from 15 to 45 and observed score ranged from 31 to 41. It is evident that ‘I believe that Thai koi farming in pond can supply protein and nutrition to the family members ranked first as a statement in attitude scale of Thai Koi farmers. Second is ‘I like Thai Koi farming because it has higher growth rate than that of other local Koi’. Most of the Thai Koi farmers had highly favourable attitude. Among the problems, ‘high sensitivity to disease of Thai Koi’ got the highest problem confrontation score and stood the first ranked problem and other problem were ‘High price of Thai koi feed’, High price of drugs’ and ‘High price of farm labour’ etc. Farmers suggested from their experiences that there should have need-based spot training on effective management of Thai Koi farming. In achieving this target, Department of Fisheries and allied NGOs may play a crucial role.

Constructed wetlands (CWs) are a green technology that have been used to treat several types of wastewater such as domestic, industrial, agricultural wastewaters and landfill leachate. CWs have several advantages included land intensive, low energy, easy operation and maintenance, low investment/operational costs, landscape esthetics, reuse of waters, and increased wildlife habitat compared to conventional systems. CWs are alternative treatment technologies due to these properties especially for rural settlements, industries, and hotels that are remote locations from central treatment plants. Physical, chemical, and biological treatment mechanisms can employ together in CWs. In the present study, two parallel full scale horizontal subsurface flow constructed wetlands were designed to treat domestic wastewater of Kızılcaören village in Samsun, Turkey. Juncus acutus and Cortaderia selloana were selected and the removal performance of each species were evaluated. During 7 months operation, the mean removal efficiencies of Juncus acutus and Cortaderia selloana were found as 33% and 32% for Mg2+; 62% and 55% for Fe2+; 64% and 56% for Fe3+; 46% and 37% for Cl2; 48% and 39% for total Cl2; 26% and 37% for Ca2+; 28% and 23% for SAA, respectively. Also, the Two-way ANOVA between groups was applied to determine any difference for the removal of all parameters between the plant types and months on the mean values of pollutants removal.

Total catches of fish from the wild reached a plateau in the early 1990s. Capture fishery production for both food and non-food utilization has levelled off. There is need for aquaculture expansion and improved output. The aim of this study was to determine the most productive facility for production of Heterobranchus bidorsalis. H. bidorsalis is the most important species from the genus Heterobranchus. It is endemic to Africa. Seven hundred H. bidorsalis fingerlings were acclimatized for 7 days, 200 fingerlings were randomly selected and stocked in: Earthen ponds, Concrete tanks, and Plastic tanks labelled as T1, T2 and T3 respectively. Each treatment had two replicates, 100 fingerlings in each. The culture facilities were constructed to have water volume which was not significantly different. The earthen ponds, concrete and plastic tanks water volume was maintained at 2,320 litres, 2,304 litres, and 2,331 litres respectively. Fingerlings were fed with 2mm Coppens of 45% crude protein at 5% biomass. Feeding was carried out at 9:00 and 16:00 hours for 56 days. All treatments were given equal care. Final Standard Length, Final Total Length, Total Length Gain, Final weight Gain and Weight Gain recorded were: 13.04±0.57, 13.44±0.75, 32±0.96, 4.45±1.34, 30.36±1.13 and 23.34±2.4 respectively. Growth was significantly higher in T1. In concrete and plastic tanks, observed growth parameters recorded had the following values: 11.75±0.82 and 11.21±0.83, 12.31±0.85 and 11.95±0.89, 3.2±0.96 and 2.84±0.85, 22.24±2.78 and 21.24±5.84, and 14.85±1.7 and 14.99±1.02 for Final Standard Length, Final Total Length, Total Length Gain, Final Weight and Weight Gain respectively. There was no significance difference in growth between T2 and T3. The study did not discourage the use of concrete tanks and plastic tanks for H. bidorsalis culture, but considered earthen ponds as most ideal culture facility for yields optimization in H. bidorsalis.

This study aimed to compare the dietary supplementation of oleuropein (O) and α-tocopherol acetate (TA) alone or with organic selenium (Se) on liver antioxidant status and some plasma biochemistry parameters in Japanese quails reared under heat stress (HS). A total of 800, two-weeks old quails were kept in wire cages in the temperature-controlled rooms at either 22°C or 34°C for 8 h/d and fed on a basal diet (NC) or the diets supplemented with TA (TA200) or O (O200) at 200 mg/kg alone or with OSe (TA200+OSe and O200+OSe) to the NC diet. HS decreased the total antioxidant status (TAS) and increased the total oxidative stress (TOS) and oxidative stress index (OSI) of liver compared to thermoneutral temperature (TN). The TA200, O200, TA200+OSe and O200+OSe diets increased TAS and decreased TOS of liver compared to those of quails fed NC. OSI was decreased by the TA200, O200 and TA200+OSe diets compared to NC and O200+OSe diets. HS reduced plasma albumin (A) and total protein (TP) concentrations, on the other hand, increased plasma glucose (G), total cholesterol (CHO) and triglyceride (TG) levels compared to TN. The TA200, O200, TA200+OSe and O200+OSe diets reduced plasma total CHO and TG levels and increased plasma A level. The TA200 and TA200+OSe diets reduced plasma G level and increased plasma TP levels compared to those of quails fed the other diets. In conclusion, dietary supplementation of vitamin E and oleuropein alone or with organic selenium is necessary to remove the negative effects of heat stress on liver antioxidant status and some plasma parameters of quails.

In this paper, we investigate the causal relationship in terms of labor productivity among GDP and its constituent three main sectors, e.g. agricultural, industrial and services sectors, in Turkey for the period of 1988-2015. In the study we employed Granger causality/block exogeneity Wald test, Impulse Response and Variance Decomposition analysis. The results showed that both agriculture and industry have positive effects on the labor productivity in services sector, and industry has a positive effect on the labor productivity in agriculture sector, while industrial labor productivity is not affected by the others. The main aim of the paper is examine the question of whether agriculture could serve as an engine of growth. Accordingly, the results indicated that labor productivity in agriculture sector increased during the course of study, and contributed to the labor productivity in services sector, as well. To our knowledge, although this method has been applied in various areas, sectoral causality has not been studied for Turkey before.

Bu çalışma ile; Konya ilinde arpa üretim, pazarlama ve işleme aşamalarında arpa pazarlamasına etki eden kriterlerin araştırılması amaçlanmıştır. Çalışmada; Konya ilinde faaliyet gösteren; karma yem (37 adet) ve malt fabrikası (1 adet), arpa alım satımı yapan tüccarlar (50 adet) ve tarımsal faaliyetleri içinde arpa üretimine yer veren tarım işletmeleri (107 adet) ile yapılan anket sonuçları kullanılmıştır. Tarım işletmeleri tarafından arpa satımında fiyata etki ettiği düşünülen kriterlerin başında hektolitre ve arpanın içine başka bitki çeşidinin karışmaması öne çıkarken, arpa çeşitlerinin satış fiyatında önemli bir kriter olmadığı belirlenmiştir. Tüccarların arpa satın alırken göz önünde bulundurduğu en önemli kriter arpanın hektolitresi olup, bu kriteri arpanın rutubeti, rengi ve içindeki yabancı madde karışıklık oranı izlemektedir. Fabrikaların arpa satın alırken göz önünde bulundurdukları en önemli kriter arpanın rutubet oranı olarak belirlenirken, daha sonra arpanın hektolitresi ve içindeki yabancı madde karışıklık oranı gelmektedir. Malt sanayisi için ise; arpanın çeşidi alım kriterlerinde çok önemli bir faktör olup, bunu arpanın rutubet oranı ve rengi takip etmektedir.

Pleurotus pulmonarius was cultivated in three different environmental conditions, in ambient indoor environment (System 1), in humidifying without ventilation (System 2) and in humidifying with ventilation (System 3) to analyse the major nutritional contents. Sawdust was the main substrate for all the cultivation systems. The lowest temperature and the highest optimal humidity were found in System 3. The temperature and humidity had shown statistically significant among the three cultivation Systems. The highest numbers of flushes was found both in System 2 and System 3 but System 1 was produced mushrooms till 3rd flush. About 29.5%, 28.3%, 28.5% protein; 59.0%, 55.8%, 54.3% carbohydrate and 3.8%, 3.5%, 3.3% lipid were found in System 1, System 2 and System 3 respectively. The protein, carbohydrate, and lipid contents were shown statistically insignificant among the cultivation systems. The highest value of protein, carbohydrate and lipid were found for the sample of 1st flush in all the cultivation systems but the values were started to decrease with the increased numbers of flushes significantly. So, this study shown that, although the environmental conditions of the three cultivation systems were varied significantly but the protein, carbohydrate and lipid contents were existed their normal values in all cases but the values were decreased by the increased numbers of flushes.
