Complexity versus simplicity in water energy food nexus (WEF) assessment tools Full text

Approaching water, energy, and food, as interconnected system of systems, as an alternative to traditional silo-based resources planning and management approaches continues to fall short of expectations of its research-backed benefits. The lack of nexus applications in policy and decision making can be related to numerous factors, with the main barrier being the complex nature of “nexus” systems combined with the disarray of tools attempting to model its interconnections. The paper aims to provide a method for comparing the perceived complexity of nexus tools identified by international organizations as well as primary literature sources. Eight separate criteria are introduced and discussed as measures of a tool “complexity index” and used to score the relative simplicity, or complexity, of a given tool. The result of this process is used to identify trends within existing nexus-assessment tools while guiding potential users towards appropriate tool(s) best-suited for their case study needs and objectives. The main objectives of this paper are to: 1) categorize nexus assessment tools according to a criteria-set which allows for suitable tool selection; 2) identify a method for rapid evaluation of the trade-offs for choosing different tools (simple-complex spectrum). The results of the comparative analysis of the selected nexus assessment tools concur with literature citing a growing gap between nexus research and applications in actual policy and decision-making settings. Furthermore, results suggest that tools receiving higher complexity scores, while being able to capture details to specific resource interactions, are unable to cover a larger number of interactions and system components simultaneously, as compared to lower complexity score tools. Lastly, the outcome of the analysis point towards the need for integrating more preliminary assessment capabilities, i.e. diagnostics, guidelines, and capacity building, into existing tools that improve the communication and translation of model outputs into policy and decision-making. © 2018 Elsevier B.V.

Increasing agricultural productivity has always been a prominent feature on the regional agenda due to a high incidence of food and nutrition insecurity. This review assessed the current status of irrigated agriculture in southern Africa from a water–energy–food (WEF) nexus perspective. Gaps and opportunities for improving irrigated agriculture within the context of the WEF nexus were also assessed in terms of the feasible limits to which they can be exploited. Southern Africa faces water scarcity, and climate projections show that member states will face increased physical and/or economic water scarcity by as early as 2025, which will have negative impacts on water, energy and food production. Recurrent droughts experienced across the region reaffirm the sensitive issues of food and energy insecurity as well as water scarcity. Projections of an increasing population within the region indicate increased water, energy and food demand. With agriculture already accounting for about 70% of water withdrawals, increasing the area under irrigation will place additional demand on already strained energy grids and scarce water resources. This poses the question—is increasing irrigated agriculture a solution to improving water access, food security and energy supply? While there are prospects for increasing the area under irrigation and subsequent improvement in agricultural productivity, adopting a WEF nexus approach in doing so would mitigate trade-offs and unintended consequences. Consideration of the WEF nexus in integrated resources planning and management eliminates the possibilities of transferring problems from one sector to other, as it manages synergies and trade-offs. While it is acknowledged that improving water productivity in irrigated agriculture could reduce water and energy use while increasing yield output, there is a need to decide how such savings would then be reallocated. Any intervention to increase the irrigated area should be done in the context of a WEF nexus analytical framework to guide policy and decision-making. Technical planning should evolve around the WEF nexus approach in setting targets, as WEF nexus indicators would reveal the performance and impact of proposed interventions on any of the three WEF nexus components.

Sub-Saharan Africa (SSA) faces high incidence of food and nutrition insecurity. Consequently, increasing agricultural productivity has always featured prominently on regional agenda. The Comprehensive Africa Agriculture Development Programme’s (CAADP) set a target to expand the area under irrigation by at least 5 million ha by 2025. This review assessed the current status of irrigated agriculture in SSA from a water–energy–food nexus perspective, focusing on southern Africa. Gaps and opportunities for improving irrigated agriculture were also assessed in terms of the feasible limits to which they can be exploited. Sub-Saharan Africa faces water scarcity and projections show that countries in SSA will face increased physical and / or economic water scarcity by 2025. However, with agriculture already accounting for more than 60% of water withdrawals, increasing area under irrigation could worsen the problem of water scarcity. Recurrent droughts experienced across SSA reaffirm the sensitive issue of food insecurity and water scarcity. The region also faces energy insecurity with most countries experiencing chronic power outages. Increasing area under irrigation will place additional demand on the already strained energy grids. Projections of an increasing population within SSA indicate increased food and energy demand; a growing middle class also adds to increasing food demand. This poses the question - is increasing irrigated agriculture a solution to water scarcity, food insecurity and energy shortages? This review recommends that, whilst there are prospects for increasing area under irrigation and subsequent agricultural productivity, technical planning should adopt a water–energy–food nexus approach to setting targets. Improving water productivity in irrigated agriculture could reduce water and energy use while increasing yield output.

This report presents the results of a scoping study conducted between April and June 2022 in Nepal as part of the CGIAR NEXUS Gains Initiative. The study aims to inform and offer a baseline for the development of a water - energy - food - environment (WEFE) nexus capacity strengthening strategy for the Initiative in Nepal, which will serve as a hub for NEXUS Gains capacity strengthening activities in the sub-region. The study sheds light on the current status of capacities to develop and implement nexus solutions among key Nepali actors in the water, energy, forestry, biodiversity and agriculture sectors, and on the enabling environment for pursuing such integrated solutions. The assessment draws attention to equity and inclusion as critical dimensions of WEFE nexus approaches, and identifies constraints and strategies to strengthen the capacities, leadership, and influence of women WEFE actors.

This is the third volume of the proceedings of the national conference on ?Water for Food and Environment?, which was held from June 9 ?11, 2009 at the Bandaranaike Memorial International Conference Hall (BMICH). The volumes 1 and 2 have been produced as separate documents of this report series. In response to a call for abstracts, 81 abstracts were received from government institutes dealing with water resources and agriculture development, universities, other freelance researchers and researchers from the International Water Management Institute (IWMI). Forty seven of the eighty-one abstracts that were submitted were accepted for compiling full papers. | In the past couple of years the sharp increase in food prices worldwide has raised serious concerns about food security, especially in developing countries. To effectively address these concerns a holistic approach is required that encompasses improved agricultural water productivity, adaptation to climate change, targeted and appropriate institutional and financial measures, and a consideration of environmental issues. The main purpose of the conference was to share experiences in these areas and to find opportunities to improve farmers? incomes and food production, and to promote environmentally sustainable practices in Sri Lanka in the face of growing water scarcity and the challenges of climate change.

Participants were satisfied with the mastery of P-GIS tools as a means to control and coordinate management and rational use of water resources. Based on the training, students have decided to work towards establishing a partnership with the University of Abomey-Calavi, through its laboratories to assist municipalities in capacity building and further training.
