Balancing the benefits from the water–energy–land–food nexus through agroforestry in the Sahel Full text

Regions affected by resource scarcity, poverty, and land-use conflicts need to advocate the merits of practices strongly grounded in sustainable land management. This review paper provides an analysis of agroforestry as an integrated system embedded in complex relations between resource uses in the Water–Energy–Land–Food (WELF) nexus. Using the African Sahel region as a case study, the paper explains the need for understanding land management practices, such as agroforestry, through the lens of trade-offs and benefits inherent in the WELF nexus. Agroforestry practices are demonstrated to be valuable interventions leading to i) resilience to climate stresses, ii) water, energy, and food securities, iii) mitigation of resource-oriented harbingers of conflicts and iv) development opportunities. These goals can also yield valuable results in terms of promoting sustainable development, i.e. functional ecosystems, livelihoods, and human security. Two overarching sub-nexuses, namely agroforestry–food–energy and agroforestry–food–water–climate, are identified in the Sahelian context and conceptualized. Primarily, the trade-offs outlined within these sub-nexuses are fuelwood vs. crops, use of land for more forests vs. more cropping, and water availability for agroforestry vs. agroforestry impacts on the water cycle. Despite the positive outcomes and opportunities, agroforestry systems in the Sahel still face some challenges such as vague land use rights, inadequate capacities and lack of investments. Policy recommendations are synthesized at three levels. This synthesis involves remedies to lessen pressures at the interlinks of WELF resource use, overarching remedies in the two sub-nexuses, and remedies across all the sectors and issues for improving agroforestry outcomes. Optimal remedies stress the importance of choosing the right land, water and plant combinations as well as incorporating efficiency measures and alternative sources. A successful agroforestry system is characterized by a conducive environment at the farm level in terms of institutions, management, enhancing the farmer's capacity, and good infrastructure.

Social values structure sustainability practices, including needs-fulfilment practices utilising water–energy–food nexus resources. However, robust theories outlining the interrelations of values, needs and needs-fulfilment practices are lacking. Our aim is to conceptualise and model these interrelations from a sociological perspective that accounts for structure and agency. We do this through a participatory ethnography of a community-based, child-focused food security intervention in rural Eswatini, which defined sustainability in terms of local water–energy–food self-sufficiency. We collected ethnographic data and analysed it informed by a sociological theory of practice, a capabilities-based definition of needs, and a conceptualisation of values as lived and relational. Daily needs-fulfilment practices (lived values) like head-loading and cooking with fuelwood, were influenced by cultural (community-level) values, but primarily structured by (lack of) available resources to enable agents to choose alternative practices. Needs-fulfilment practices held multiple layers of often contradictory meaning. For example, arduous, gendered practices like head-loading water and fuelwood, which detracted from women’s needs like bodily integrity and health, were valued because they were the only actualisable possibilities for fulfilling other needs. Practices that were overtly valued “instrumentally” (materially/economically), were also tacitly valued for fulfilling non-material (socio-cultural) needs, typically associated with “intrinsic” value and altruism. Apparently altruistic practices (i.e., not economically valued) were underpinned by self-interest in social and cultural resource gain. The results highlight important contributions that a (1) philosophically informed, universal definition of needs and (2) sociological conceptualisation that considers structure and agency, can make to further developing plural theories of social values for sustainability.

Water is a basic resource for food and fuelwood production. In general, people in rural areas of India consume carbohydrate rich staples with small amounts of animal foods. They mostly depend upon fuelwood for cooking. This study assesses the WFs for food and fuel consumption in rural India. The research question is: What is the green, blue and grey water footprint (WF) of food and cooking fuel consumption per province in rural India (m³/cap/year). It used the WF method for the quantification. Data on food and fuelwood consumption were derived from the National Sample Survey (2011–12). Foods were categorized into 6 groups: 1. Rice; 2. Wheat; 3. Oils and fats; 4. Milk; 5. Other animal foods; and 6. Others. Cooking fuel includes: 1. Fuelwood; 2. Kerosene and 3. LPG. Data related to WFs of food were derived from literature reviews and in case of fuelwood, the WFs were calculated for all the provinces of India. Finally, the total WF of per capita consumption is calculated by adding the WF of food and fuelwood. The result shows that there is a large variation in the green, blue and grey WFs for food consumption across the provinces of India. The average WF for food consumption is about 800 m³/cap/year and for fuelwood is 1630 m³/cap/year. Rice and wheat dominate the green, blue and grey WFs for food, with variations among the provinces. The green WF of rice is larger than the green WF of wheat, while wheat has a larger blue WF. For cooking fuel, the average WF of fuelwood is much larger than the WF of fossil based cooking fuels. The total WF for fuelwood is twice the WF for food, showing that in rural areas of developing countries, fuelwood is water intensive with large impact on freshwater resources. Future prospects of increasing consumption of animal products will increase WFs. However, if also cooking fuel is considered, switching to fossil cooking fuel lowers WFs far more and compensates the increase due to larger animal food consumption. The trends for cooking fuel found in India might also be relevant for other developing countries.

The introduction of modern bioenergy alternatives is promoted to address water–energy–food (WEF) security in the rural highlands of Ethiopia. While the role of women in WEF security is an essential component of these challenges, gender dimensions remain invisible in the nexus debate. This study explores the impact of gender-specific roles between female- and male-headed households on the nexus resources in the rural highlands of Ethiopia using an agent-based modeling approach. This includes capturing the gender-specific responses to modern bioenergy interventions to address current energy crises that may reduce or enhance synergies among nexus resources and whether the introduction of modern bioenergy technology would improve the quality of life for both men and women. Using the participatory gendered mental model of the food–energy–land nexus, a base ABM was developed to simulate the predicted effects under scenarios of population growth and labor reallocation. Initial simulation results show that there is low adoption of alternative bioenergy (i.e., biogas digesters), and the majority remain dependent on traditional energy sources (e.g., fuel wood and animal dung), suggesting further land degradation. Female-headed households that adopt biogas increase their burden of collecting water needed for the operation. Reallocation of labor from crop production to fuelwood collection would result in the reduction of crop yields. It is expected that male-headed households have better crop yields than female counterparts due to gender-specific roles. However, by shifting 10% of labor allocated from energy collection to crop production, yields (i.e., teff and wheat) produced by female-headed households would be comparable to their male counterparts, enhancing their food security. However, the reduced workloads for women resulting from the adoption of biogas digesters will not necessarily enhance their quality of life. This study suggests that trade-offs may arise between efficiency (in resource use) and social equity, which deserve to be further analyzed.
