The role of water security in sustainable development and in the nexus of water, food, energy and climate interactions is examined from the starting point of the definition of water security offered by Grey and Sadoff. Much about the notion of security has to do with the presumption of scarcity in the resources required to meet human needs. The treatment of scarcity in mainstream economics is in turn examined, therefore, in relation to how each of us as individuals reconciles means with ends, a procedure at the core of the idea of sustainable development. According to the Grey-Sadoff definition, attaining water security amounts to achieving basic, single-sector water development as a precursor of more general, self-sustaining, multi-sectoral development. This is consistent with the way in which water is treated as “first among equals”, i.e. privileged, in thinking about what is key in achieving security around the nexus of water, food, energy and climate. Cities, of course, are locations where demands for these multiple resource-energy flows are increasingly being generated. The paper discusses two important facets of security, i.e., diversity of access to resources and services (such as sanitation) and resilience in the behavior of coupled human-built-natural systems. Eight quasi-operational principles, by which to gauge nexus security with respect to city buildings and infrastructure, are developed.

Water, energy, and food security are of critical concern as rising population growth and rapid urbanization place greater pressure on our natural resources. The trade of ‘virtual water’ through agricultural products and its appropriation through foreign direct investment (FDI) in food production have emerged as potential strategies for water-scarce countries seeking food security. In Saudi Arabia, where domestic agricultural enterprise remains a state priority despite extreme water scarcity, a shift to overseas food production to meet domestic demand could have significant implications for water and energy use as well as local labor markets. This study evaluates the growing internationalization of food production in water-scarce countries using the case of Saudi Arabia as a microcosm to illustrate the tradeoffs in resource consumption associated with crop selection and farming practices. This analysis indicates that the implications of different types of large-scale agribusiness must be more explicitly accounted for in government policy given the non-renewable nature of groundwater and energy. This work also quantifies the increase in the import of virtual water through conventional trade, which has significant potential to minimize groundwater pumping for food production in arid environments. A brief, complementary assessment of the growing role of FDI shows that further analysis is needed to ascertain the long-term resource impacts of direct investment in overseas enterprise and to minimize potentially negative impacts on water access and rural livelihoods in target nations. Active engagement of local communities and/or more holistic investment in infrastructure or improving agricultural productivity could also help avoid the potential for conflict and contribute towards long-term sustainability.

Afghanistan is a headwater state that contributes supplies to several countries in Central and South Asia. However, despite being a water source, it faces the challenge of establishing its own storage infrastructure and water-sharing methods to protect its food security. This article investigates impacts on the Afghan agricultural sector resulting from enhanced reservoir storage capacity and better-performing water-sharing methods. An integrated systems analysis is formulated to analyze the economic performance of both interventions. Results reveal that both interventions show the highest capacity to improve food security in conditions where water supply shows the greatest natural fluctuations.

Studies on the food, energy, and water (FEW) nexus lay a shared foundation for researchers, policy makers, practitioners, and stakeholders to understand and manage linked production, utilization, and security of FEW systems. The FEW nexus paradigm provides the water community specific channels to move forward in interdisciplinary research where integrated water resources management (IWRM) has fallen short. Here, we help water researchers identify, articulate, utilize, and extend our disciplinary strengths within the broader FEW communities, while informing scientists in the food and energy domains about our unique skillset. This paper explores the relevance of existing and ongoing scholarship within the water community, as well as current research needs, for understanding FEW processes and systems and implementing FEW solutions through innovations in technologies, infrastructures, and policies. Following the historical efforts in IWRM, hydrologists, water resources engineers, economists, and policy analysts are provided opportunities for interdisciplinary studies among themselves and in collaboration with energy and food communities, united by a common path to achieve sustainability development goals.

In the developing world’s irrigated areas, water management and planning is often motivated by the need for lasting food security. Two important policy measures to address this need are improving the flexibility of water appropriation rules and developing irrigation storage infrastructure. Little research to date has investigated the performance of these two policy measures in a single analysis while maintaining a basin wide water balance. This paper examines impacts of storage capacity and water appropriation rules on total economic welfare in irrigated agriculture, while maintaining a water balance. The application is to a river basin in northern Afghanistan. A constrained optimization framework is developed to examine economic consequences on food security and farm income resulting from each policy measure. Results show that significant improvements in both policy aims can be achieved through expanding existing storage capacity to capture up to 150 percent of long-term average annual water supplies when added capacity is combined with either a proportional sharing of water shortages or unrestricted water trading. An important contribution of the paper is to show how the benefits of storage and a changed water appropriation system operate under a variable climate. Results show that the hardship of droughts can be substantially lessened, with the largest rewards taking place in the most difficult periods. Findings provide a comprehensive framework for addressing future water scarcity, rural livelihoods, and food security in the developing world’s irrigated regions.

The BRI provides the prospect for the country to address its infrastructure deficit and transform from a ‘land-locked’ to a ‘land-linked’ country. However, great care is needed to ensure that future investments do not result in further environmental degradation and harm to communities. An integrated ‘nexus’ approach, in which enhanced water management is central, is a prerequisite for more inclusive and sustainable development.

The concept of water–energy–food (WEF) nexus is gaining favor as a means to highlight the functions of the three individual nexus elements as interrelated components of a single complex system. In practice, the nexus approach projects forward from the present, seeking to maximize future WEF synergies and avoid undesirable tradeoffs. A complementary approach was employed here to gain insights into how the ancients dealt with WEF relationships, whether currently relevant nexus principles were practiced long ago, and how past WEF dynamics compare to those of today. Two examples, both dating to before the common era (BCE), are considered in detail. The qanats of ancient Persia brought groundwater to the surface and directed it to clusters of agricultural fields in arid areas where crop production was not otherwise feasible. In contrast, the Dujiangyan irrigation scheme of ancient China harnessed previously destructive surface water flows to stabilize food production across a vast agricultural plain. Designed and constructed under highly uncertain conditions and with a long-term perspective, both relied on local resources and expertise to exploit the tight coupling of water and the intrinsic energy from its flows to produce food. Ingenious infrastructure combined with sound governance allowed both to achieve remarkable synergies among the WEF components with minimal apparent tradeoffs. Although both are now challenged by climate change and the increasing complexity of modern WEF relationships, qanat systems and the Dujiangyan irrigation scheme have survived for millennia and still exist in recognizable form. This is due in large part to the persistence of governance systems that devolved significant decision-making authority to those who used water and energy for food production. Although it is not feasible to roll back technology to that of an earlier time, the successful attributes of earlier WEF governance systems warrant more attention in the future.
