Agribusiness development and insurance as a factor of Georgia’s economic growth

Georgia is a small state, stretched between two seas, which has always aroused constant interest in the world due to its geopolitical position. Many called it Iberia or Iveria, and often called Gurjistan. At the crossroads of Europe and Asia, this small oasis attracted many conquerors not only because of its importance, but also because of its culture, historical buildings and fruitful lands. Georgia is a sunny and fertile country, where everything blooms and pleases. Our ancestors from ancient times engaged in agriculture, cattle breeding and had an active connection with the land. According to historical sources, Georgia is more than four thousand years old, and the Georgian alphabet and writing are unique to the whole world. Since the fourth century, Christianity has been our state religion, but the country unites representatives of many cultural ethnic groups and religious beliefs. A completely different historical page began after the collapse of the Soviet Union, when Georgia found itself alone in the face of new challenges and realities. Although we do not have oil and gas ores, which allows the state to develop rapidly, in other areas we may well take a leading position. For example, it is possible to develop the tourism sector at a high level, since the country is distinguished by its historical monuments, some of which are included in the UNESCO World Heritage List. However, a small state like Georgia can focus on agriculture and succeed. For rural welfare, there is the Rural Development Agency, which coordinates projects with the Ministry of Environment and Agriculture of Georgia and assists enterprises interested in this area. Since 2014, the Agricultural Insurance scheme has been operating, the purpose of which is to promote the development of the insurance market in the agricultural sector, promote agricultural activities, save income and reduce risks for those involved in this activity. Our topic is about the development of agribusiness and insurance, which is one of the key factors in Georgia's economic growth.

The present spatial arrangement of rural areas in south-eastern Poland stems from socio-economic conditions that originated, for instance, at the time of annexations and Socialist rule. Adverse phenomena in the structure of rural areas, such as fragmentation of land, inhibit the development of farmsteads and lead to ineffective use of the agricultural area, increased financial expenditure and limited options for using the latest technological developments. The land consolidation procedure provides a comprehensive solution to the problem. The procedure, inscribed in the sustainable development of rural areas, aims at optimising the spatial parameters of farmsteads, creating a functional network of roads and reclaiming land, and constructing land improvement structures. Due to limited financial and human resources, consolidation projects cover relatively small areas that are disproportionate to considerable needs. Therefore, determining land consolidation urgency is essential in the context of delimiting priority areas. This paper presents a ranking for the urgency of land consolidation in the villages of the Brzyska Commune, in the district of Jasło, Sub-Carpathian Voivodeship. The villages were analysed in detail for the presence of 15 features directly affecting the spatial structure quality of the study area. The calculated values were standardised, and afterwards, using zero unitarisation, priorities were set for the analysed villages in terms of their requirement for land consolidation.

The Agricultural Property Agency (APA) was founded on 16 July 2003 pursuant to the provisions of the Act of 11 April 2003 on the establishment of the agricultural system. The APA was established for the purpose of managing the agricultural property of the State Treasury in Poland. Its main tasks included the endorsement of ownership and structural changes relating to agricultural land in rural areas as well as the promotion of social goals. This article focuses on the social aspects of the APA’s operations based on an analysis of the data supplied by the Regional Branch of the APA in Olsztyn. The obtained information and materials were analyzed to identify programs and activities initiated by the Olsztyn branch in pursuit of social goals. The results of the analyses were presented in the table format. Community interviews were conducted and photographs were taken during the field study. The results were used to describe the social aspects of APA’s operations in rural areas.

The main peculiarities of land relations abroad are highlighted in the article. Basic principles of foreign experience of land use regarding market circulation of land, concentration of major land resources by right of ownership as well as the process and ways of reformation of land relations are generalized and systematized. Some peculiarities of lease relations, collection of rents and restrictions on title to land for foreigners are analysed. Some positive aspects are distinguished in order to use them in Ukraine. Some ways of improvement of land legislation in Ukraine are suggested taken into account foreign experience.

The changes in the ownership structure were to be implemented by the Agricultural Property Agency of the State Treasury, which, under the Act of Law of 11 April 2003 on the structuring of agrarian system (i.e. The Journal of Laws of 2012, item 803, as amended), on 16 July 2003 became the Agricultural Property Agency with eleven local branch offices. For the purposes of this article the monographic method was used for the overview of relevant literature and legal provisions, whereas the statistical analysis was employed in the data of the Central Statistical Office and reports on the activities of the Agricultural Property Agency. Until the end of 2015 the main objective of the Agricultural Property Agency was to restructure and dispose of the assets within the Agricultural Property Stock of the State Treasury. Since its foundation, the Agency expanded the Stock by 4.74 million ha. Over time, the operating conditions for the Agency were in a state of flux – they were being adjusted to the changing socio-economic situation. At the beginning, leasing was the basic form of disposal of the Stock land. After Polish accession to the European Union an increased interest in the acquisition of agricultural property was observed. By the end of 2014, as a result of land sale, free-of-charge land transfers or other transactions, approximately 3.2 million ha were disposed of, i.e. about 70% of the whole land which was taken over. Currently, according to the legal provisions, long-term lease is the basic form of disposal of the Stock land.

The technological potential of agricultural enterprise is complex system consisting of various elements with different functional capabilities and features, which are characterized by the characteristics of complex systems. The complexity of technological potential lies in the presence in structure of its several elements − technological preparation of production, equipment and technology. There is no doubt that the basis of technological potential is an active part of main production assets, namely the equipment park. Working machines and equipment, instrumentation, transmission devices and tooling − this is exactly what primarily determines the level of labour productivity. The aim of the study is to develop recommendations for efficient use of machinery of agrarian enterprises as part of their technological potential, to solve important task of developing them and improving quality and competitiveness of their products. In methodological basis of this research various methods were used: an analytical method, abstract and logical method, system approach, statistical and economic analysis, method of analogies, and method of comparative and expert estimates. The study showed that in order to increase the efficiency of use of technical equipment and more fully satisfy agricultural producers in technical services, it is necessary to create the technical centre for maintenance and repair of agricultural machines. As result, implementation of preventive strategy of technical maintenance and repair of equipment will reduce the number of machine failures by 2−2.5 times, increase the use of resource of their components and mechanisms by 30%, and significantly reduce the loss of agricultural products due to long downtime of mechanization equipment and crop shortages while increasing agro-technical timelines for field work.

One of the main groups in agriculture is plant cultivation. The crop production combines growing of grain, cotton, vegetable, viticulture, tobacco cultivation, etc. One of the main factors in the activities of plant-growing as well as in grain-growing is the efficient using of land. Agriculture is characterized by number of specific socio-economic, natural and technological characteristics. Unlike other sectors of the economy, the main means of production is land. Land differs from other agricultural production facilities. Land is not a product of human activity, it is the product of nature. The land area cannot be increased nor decreased as other means of production, its natural fertility and productivity can be increased. Land area has been divided into zones according to its location, quality and rating. Agricultural farming on unfavourable land areas requires more funds than on favourable land plots. In the article, using grain crops efficiency data, increase of soil fertility and issues in the direction of increasing productivity facing entrepreneurial farms were studied.
