Environmental impact of land consolidation

Land consolidation – an important stage of agricultural and rural development. This is a significant land use planning process, when private, municipal and state land parcels located in rural areas are redistributed in a complex way, their boundaries and location are changed by the prepared land consolidation project of a certain area. Recently, there has been a lot of talk about the benefits of land consolidation to farm structure and productivity, restructuring of rural areas and development, but there is not enough emphasis on the benefits of our environment, landscape and biodiversity. Experience of European countries shows that the land consolidation projects can be useful not only for farmers, but also for our environment and its individual components. The article gives an overview of not only the positive aspects of environmental preservation. The fact that the land consolidation projects can bring negative results (i.e. that they are implemented without regard to the sustainable transformation of the territory) is noted as well.

Land as a production factor occupies a special position in the economic activities of the urban population. Land resources in big cities are not only territorial basis for placing industrial and production structures, but also a space for urban life in general. However, to assess the effectiveness of urban land use, primarily the ecological and economic potential of the use of the urban land resources should be determined aimed at sustainable development of urban agglomerations (Volodchenkov, 2010). The rapid pace of development of large cities in the world and an increase of their impact on the environment and society is accompanied by the set of economic, ecological and social problems which significantly influence the development of settlements in general (Stolʹberh, 2000; Onyshchuk, 2001). However, the process of urbanization as a result of rapid scientific and technological revolution requires large areas for deployment of large scale production facilities and urban settlements in the conditions of natural resource management (Kontorovich, Rivkin, 1986).

The purpose of the article is to evaluate role of land use planning project (hereinafter - LUPP) specified in the legislation of Latvia in sustainable development of territory. In Land Use Planning Law adopted in 2006, LUPP is project for arrangement of territory and measures of improvement of land use conditions, for part of an administrative territory of local government, separate immovable property or land parcel, which is developed for exchange of land parcels or elimination of inter-areas, for reorganisation of land parcel boundaries, as well as for subdivision of land parcels. In Latvia for sustainable development of the territory, legislative acts of spatial development planning system have been adopted at several levels, from which for detailed arrangement of territory detailed plan should be developed. The detailed plan often includes reorganisation of land parcel boundaries, but legislation determines that detailed plan should be developed in territories specified in spatial plan, mainly before commencing new construction. The LUPP is not planning instrument for territory development and may be developed in territories in which regulatory framework do not provide development of detailed plan. However, in local governments it is relatively common that for areas intended, for example, for individual building, for subdivision of land parcels, LUPP rather than detailed plan has been chooses to develop. In order to clarify these concerns, the study carried out survey of specialists of local governments and the article summarises analysis of results about development of LUPP in relevant local governments, as well as, on the basis of relevant regulatory enactments, compared the objectives and conditions for development of LUPP and detailed plan.

Geostatistical tools are considered to be very imperative in achieving the Sustainable Development Goals (SDGs), most especially in the distribution of facilities. Studies on the application of geostatistics such as Average Nearest Neighbour (ANN) in the spatial distribution of sustainable water supply facilities are often very rare. This study, therefore, explores the critical importance of the ANN analytical tool of ArcGIS to examine the spatial distribution of public water supply facilities in Lapai, Nigeria. The ANN sets the null hypothesis that there is no difference between the random distribution and the distribution of public water facilities in the study area, where the z-score and p-value results are both measures of statistical significance which explains whether the null hypothesis should be accepted or rejected. The results obtained indicate a similar spatial distribution pattern for all water facilities in the study area, as they are dispersedly distributed from the global view. The method will allow more proactive decision making in the provision of sustainable public water supply facilities to better the wellbeing of urban dwellers.

With growing importance of the global economy, one of the basic natural resources − intensity of land use − is also increasing, which often is the cause of land degradation processes. The causes and manifestations of brownfields are diverse, and their elimination is the first prerequisite for the sustainable use of land resources and development of each region. Improvement, maximal and efficient engagement in economic activity of brownfields is one of the key challenges for sustainable resource use that makes significant contribution to regional development. The reuse of brownfields has significant impact on sustainable development as it meets all three of its objectives: improving the economy, improving social cohesion and the environment. The aim of the article is on the basis of special literature examples to examine issues of sustainable development, evaluation and restoration of brownfields, transformation of brownfields into recreational areas, as well as further use of brownfields in cities and rural areas.

Development and management of green area systems is important to both the environment and a person. It bears social, economic, and ecological significance. This system must comply with principles of sustainable spatial development. Therefore, well-developed systems of green areas must become the basic aim of all cities. Marijampolė, the seventh biggest city of Lithuania was selected as the research object. In the article the system of Marijampolė city green areas is analysed. Two surveys, which included questionnaires, were conducted, i.e. city inhabitants and territory-planning and management specialists were interviewed. It was identified that the system of Marijampolė green areas is not balanced and there are enough green areas only in part. However, the current parks, squares and other green spaces do not ensure full-fledged citizens’ life. Marijampolė lacks equipped, applied to various activities local green areas for different age groups of the community, the development and maintenance of which must primarily be the inhabitants’ concern.

Spatial sustainable development planning and providing is a very responsible process. During the process, many spatial development planning documents for specific different time periods on different planning levels are being developed. However, there are only slight differences between the spatial development planning in many European countries where few of them can notice more than the others. Latvia and England, two European Union countries, which had some significant changes in legislation regarding spatial development planning in 2011, were selected for the comparison. The research aims to evaluate similar and different aspects of spatial development planning in Latvia and England. To achieve the aim, the information on spatial development planning tendencies in both countries, legislation, development order of planning documents and other aspects. The result is a comparison of different and similar aspects of spatial development planning in Latvia and England.
