Rational use of agricultural land in Kazakhstan

The purpose of the article is to consider the institutional foundations of the rational use of agricultural land in a multicultural economy. The formation of land use is faced with the acute problem of organizing a sustainable competitive land use, ensuring a high level of marketability of production and a sufficient level of profitability in conditions of the developing land market. This article discusses the rational use of agricultural land in a multicultural economy, taking into account structural and resource indicators. The efficiency of land use in farms with different land ownership depends on increasing labour productivity, strengthening the economic regime, increasing the intensification of production, using internal reserves and agricultural production opportunities, and, especially, rational use of land. The greatest efficiency of production and use of land has been achieved in large agricultural formations, where high-performance equipment is used, crop rotations are observed, and there is greater availability of credit resources, subsidies, and leasing. The monitoring data of the Committee of the Republic of Kazakhstan on Statistics for 1.01.2020 indicate that 93.7% of peasant farms have a land area of up to 500 hectares. To the greatest extent, small-earth peasant farms have become widespread in the southern region, where the share in the total number of up to 50 hectares is 90.1%, while in the northern region only 8.1%, central — 3.9%, and western — 11.3%. In this regard, the tasks of preserving productive agricultural lands, and optimizing arable land and acreage in terms of quantitative and qualitative characteristics of land become a priority. The solution to these tasks is connected with the improvement of technologies for maintaining and increasing the bio-productivity of agricultural lands, the development of technologies for rational land management, land use, and land protection, the creation of effective organizational and legal mechanisms for managing agricultural lands, as well as the development of state monitoring of agricultural lands. Optimization of land use in farms and agricultural enterprises of based on the proposed methodology, taking into account state support measures, will create a basis for a new stage in the development of land reform and will create incentives for the effective use of agricultural land.

The Agricultural Property Agency (APA) was founded on 16 July 2003 pursuant to the provisions of the Act of 11 April 2003 on the establishment of the agricultural system. The APA was established for the purpose of managing the agricultural property of the State Treasury in Poland. Its main tasks included the endorsement of ownership and structural changes relating to agricultural land in rural areas as well as the promotion of social goals. This article focuses on the social aspects of the APA’s operations based on an analysis of the data supplied by the Regional Branch of the APA in Olsztyn. The obtained information and materials were analyzed to identify programs and activities initiated by the Olsztyn branch in pursuit of social goals. The results of the analyses were presented in the table format. Community interviews were conducted and photographs were taken during the field study. The results were used to describe the social aspects of APA’s operations in rural areas.

Cadastral measurement provides cadastral data of a parcel determining its boundaries. In theory, based on the legislative regulations, the boundaries of adjacent parcels should not cross the boundaries of parcels, therefore an overlap of parcels is not possible. Yet the question arises if this requirement is met. The study has been conducted to examine the assumption regarding the possible overlap of adjacent parcels when the parcels abut a road. The study object consists of 24 parcels randomly selected from Kėdainiai district municipality, Lithuania which abut the following roads of national significance: road No. 144 (Jonava – Kėdainiai – Šeduva) and road No. 195 (Kėdainiai – Krekenava – Panevėžys) as well as regional road No. 2007 (Akademija – Šlapberžė – Berželė). The cadastral measurements of the selected roads were carried out in the period of 2013–2014. During the study, the analysis of the conditions of overlapping of boundaries and the areas of the overlap have been carried out. The results of the study indicate that the boundary accuracy of parcels is inaccurate in relation to road boundaries.

The remote monitoring of atmosphere is designed to obtain information about the state of atmosphere. The principle of the remote monitoring of atmosphere is based on registering and processing of GLONASS/GPS radio signals. Modern networks of active reference stations allow us to solve both practical problems of geodesy, navigation, and purely scientific problems that are important in all geosciences. We propose to explore the existing infrastructure of national networks of active reference GNSS stations for remote sensing of the atmosphere in order to determine the water vapour content in the atmosphere as one of the major factors affecting weather.

The priority objective of the residential urban areas development – to improve the quality of life, sustainable development principles in order to form compact urban areas and polycentric functionally and socially integrated urban and suburban structure with the help of efforts of general public institutions as well as natural and legal persons. A living area today must comply with the needs of population from various social layers, so, when planning residential areas, it is necessary to assess the varied potential of the population needs and the quality of life expression. Therefore the article seeks to find out attitudes to residents’ environment, development of social services network, infrastructure condition, functional and planned structure of the area. For the implementation of the objective, the programme in the research sites has been prepared. This programme allows multifaceted examination of existing residential areas, the assessment of their physical condition, public opinion, public needs, comments and suggestions of professionals. After analysing the results of the research and drafting conceptual principles, it can be stated that the future of Lithuanian residential districts and cities depends on the territorial spatial planning system, which is affected by the free market and democratic society. Territorial spatial planning of residential microdistricts or blocks is the key to building sustainable and attractive cities.

Taking into consideration all the data of collectibility of land payments (land tax and rent), the dependence of collectibility of land payments on economic and geographical factors is analysed in municipalities of the Samara region. The factors are defined with the help of mathematical methods, which are closely associated with payments growth from the land area of a municipality and the number of residents. The dependence simulation of the level of land payments on geographical and demographic characteristics has been implemented in a municipality. This model allowed allocating ”normative level” for each municipal district which corresponds to the result of the ”average area” with given objective characteristics. This assessment allowed the authors to identify the areas with high and low levels of land payments collectibility. The efficiency assessment of municipality local governments in the Samara region on land management is made taking into consideration objective factors that limit their opportunities.

The results of the determined ionization identifier TEC (Total Electron Content) for continuously operating reference Global Navigation Satellite Systems (GNSS) stations are analysed. On the one hand, the data reflect the state of the ionosphere during the observation; on the other hand, it is a substantial tool for accuracy improvement and reliable determination of coordinates of the observation place. It was decided to solve a problem of restoring the spatial position of the ionospheric state or its ionization field according to the regular definitions of the TEC identifier, i.e. VTEC (Vertical TEC). We have described one possible way of solving this problem, which is based on mathematical modelling by using degree polynomials and trigonometric Fourier series. Degree polynomials describe the trend of function, whereas the trigonometric Fourier series are used in order to better simulate the fluctuation. The method was tested for network of permanent stations ZAKPOS.

This research study explores urban planning for transport sustainability in two cities Kaunas (Lithuania) and Jelgava (Latvia). As part of the analyses, a transport sustainability was compared in relation to three main aspects – economy, environment and society. The aim of this research is to review the existing transport system in two cities – Kaunas and Jelgava, and to evaluate their sustainability in environmental, social and economic dimensions. The study is based on the information about configuration and location of the existing transport system in two cities – Kaunas and Jelgava. It is important to submit proposals to decision making bodies in order to improve sustainability of transport.

The role of space geodetic techniques combination is becoming increasingly important to calculate the geodetic parameters. It has an intention of using the advantages and complementarity of different techniques to achieve the best solution. Estimation of geodetic parameters from observations mainly was done by least squares adjustment within the Gauss - Markov model. The combination can be done at three different levels: observations, normal equations and parameters. This article analyses the differences between the approaches and discusses the possibility of troposphere parameters calculation from a theoretical point of view.
