Modelling and analysis of collection of land payments in the municipal areas depending on economic and geographical factors

Taking into consideration all the data of collectibility of land payments (land tax and rent), the dependence of collectibility of land payments on economic and geographical factors is analysed in municipalities of the Samara region. The factors are defined with the help of mathematical methods, which are closely associated with payments growth from the land area of a municipality and the number of residents. The dependence simulation of the level of land payments on geographical and demographic characteristics has been implemented in a municipality. This model allowed allocating ”normative level” for each municipal district which corresponds to the result of the ”average area” with given objective characteristics. This assessment allowed the authors to identify the areas with high and low levels of land payments collectibility. The efficiency assessment of municipality local governments in the Samara region on land management is made taking into consideration objective factors that limit their opportunities.

This article analyses the issue of the inadequacy between the results of preliminary measurements performed during the land reform and results of cadastral measurements. The aim of the research is to analyse the change of areas of land parcels of Sakiai district, the mistakes which were made during the measurements and their causes, as well as to make the comparison between preliminary and cadastral measurements. The research methods are as follows: the review and analysis of scientific literature, the analysis of statistical data, the comparative analysis and the method of graphical modelling. The total area of analysed land parcels is 282718 m2. During the research, while comparing the preliminary data and the data of the measurements of land parcels obtained while performing cadastral measurements, it was established that an average increase of areas of land parcels is 0.0223 ha, decrease is 0.0034 ha, the total perimeter of all land parcels decreased by 24.9 m, the total area of arable land in land parcels increased by 0.1390 ha due to the increase of areas of land parcels, new mapped lands: tree and shrub plantations, grasslands, gardens. The average shift of turning points of land parcel boundaries in the locality after the performed cadastral measurements is 2.64 m. What is more, by applying some formulae, the accuracy of calculation of areas of land parcels was determined. It turned out that land parcels, which cover 96% of the area of the analysed land parcels, changed to the maximum permissible error of areas, and 4% exceeded the maximum permissible error. According to the data presented by the National Land Service it was established that 15% of the submitted cadastral files are not accepted. The most common causes are an inadequacy of land parcel boundaries to the documents of the planning of territories or the land holding projects (44%), mistakes in the preparation of files of cadastral data of land parcel, in the completing (23%), in the preparation of the land parcel plan (21%), and while filling in the form of land parcel cadastral data (13%).

Ukraine is one of the countries where the problem of waste management is particularly acute and deteriorating every year. The Regional Waste Management Plan in Volyn region by 2030 envisages a reduction in the total amount of landfilled waste from 97.68% to 30%, and the number of sites for their disposal – up to 4–8 regional landfills per region. Ecological-economic mechanism of solid non-hazardous waste (SNHW) management is based on a harmonious combination of environmental constraints with the economic attractiveness of regional landfills and involves working with geographically defined objects based on the use of methods of processing geospatial information, one of which is mathematical-cartographic modelling. Thus, the main purpose of this work is to substantiate the possibilities of applying the method of mathematical-cartographic modelling in the design of the system of regional landfills of SNHW in the Volyn region. In order to address the issue of placement of SNHW management facilities, the territory of the region is divided into four management clusters. The division of the territory took into account the composition, properties, methods of solid waste collection, logistics, load on waste processing complexes, volumes of waste generated, spatial planning, etc. Three probable options for the location of regional landfills have been developed for the Lutsk SNHW cluster. The results of the study can be used in the development and adjustment of regional plans, waste management programs, as well as in the work of the executive bodies of the united territorial communities.

The issue of the study of the problem of determining the geoid and quasi-geoid models is considered. Development of methods for constructing an exact geoid model using different dimensions. Analysis of the calculation of normal heights using satellite measurements, construction of geoid and quasi-geoid models by different methods is performed. Based on the results of the analytical review of existing methods for determining the geoid, it was proposed to use various data (geodetic heights, mixed gravity anomalies, anomalous potential) to construct this model, which allows building a model of a geoid with millimetre accuracy. The possibility of using the collocation method is considered. The task is to develop a methodology for constructing a geoid model using a network of low density gravity points and using pure and mixed gravity anomalies, which allows us to solve the problem of finding potential by solving the Laplace equation or using wavelets.

The main purpose of data mining in private and public sector institutions is to process and analyse data with the aim of generating reliable information for decision-making. Decision-making performance is determined by the availability of the relevant data and the user’s ability to adapt that data for analytical purposes. The popularity of spatial statistical tools is on the rise owing to the complexity of the analysed factors, their variation over time and their correlations with the spatial structure. Popular models should be applied in demographic analyses for the needs of the spatial planning process. The availability of high-resolution data and accurate analytical tools enhances the value of spatial analyses, and the described models can be universally applied to support the decision-making process. The aim of this study was to present the applicability of selected spatial statistical models for analysing demographic data in the planning process and to identify the main advantages of these models.

The key features of the blockchain databases, such as decentralization, distribution, security, and record of the history of all transactions, create significant prospects for their application in the field of cadastre and real estate registration activities, including creation of the global real estate cadastre infrastructure, which will be able to go beyond national legal systems and jurisdictions. The conceptual approach to registration of land plots as spatial objects using blockchain technology is proposed. The land plot should be considered as a combination of smart contracts between landowners, surveyors, appraisers, notaries and other persons. The subject of such contracts will be the description and establishment of spatial (plot boundaries, territorial zones, etc.) and other (property rights and encumbrances, monetary valuation, soil bonitet, etc.) characteristics of land plots. The classification of such smart contracts reliability is also presented.
