The present paper reports the differentiation and development of wheat leaf primordial and the morphology and size of its primordial and mature leaves. Generally there are 3 or 4 primordial in each wheat seed of any cultivars, under different cultural conditions. But the ratios of seeds with 3 or 4 leaf primordial are distinct variation mainly based on seed formation duration and their ecological conditions when they are growing. The primordium of the forth primordial leaf forms during the process of the seed towards maturity. The length and width of a mature blade mainly depends on its cell number of axial system, and under epidermis as well as the veins at their cross-section. These are not related to the size of each cell. However, the thickness of a blade is determined by the number of mesophyll layers and the length of the cell in acticlinal direction of the blades.
