A survey of agricultural planning in Suriname, Guyana, Grenada, Belize and Trinidad and Tobago

Paper reports on a mission mounted in July 1985 to survey agricultural planning in Suriname, Guyana, Grenada, Belize and Trinidad and Tobago with a mandate to survey structures and trends, analyze activities and programmes and their effective implementation, assess training needs, propose modalities for cooperation between national institutions, and make recommendations for strengthening future FAO/ECLAC regional cooperation with the English-speaking countries. The nature and extent of institutional infrastructure for agricultural planning varied considerably amongst the countries. It ranged from unstable and embryonic in Grenada and Belize, through well established nuclear units in Suriname and Guyana to a well-staffed organization in Trinidad and Tobago. Areas of weakness in all countries were paucity of existing data bases, policy analysis and formulation, and linkages between policy and programmes and projects. Sources of training sponsorship are briefly mentioned. The mission recommends an emphasis on training a wider range of relevant technical and professional personnel through short in-service courses.
