The rational layout has served for over twenty years as the model for large irrigation projects in Morocco. This is not due to the fact that Moroccan designers fell into this habit but mainly because the technical designs associated with it are considered, with minor exceptions, very satisfactory. These designs were intended to reduce the burden of operation and inadequacy of water allocation in order to enable the management of the large irrigation projects to concentrate on the primary objectives of irrigation: crop production and extension. However, it has raised some management problems which are mainly the result of neglecting operation and maintenance during the early stages, on one hand, and the very little attention paid to the social component of the system and the lack of adequate extension on the other hand. This model warrants consideration by other countries where irregular and small holdings are the norm or where land consolidation is simultaneously desired with the development of irrigation
